【摘要】：中國的人民代表大會制度是代議制發(fā)展進程中的一朵奇葩,把它簡單地作為一院制來認識是不準確和不深刻的,它開拓的是一條新路,構建了代議制歷史進程中前所未有的廣闊制度空間。人民代表大會是按照一院制設計的,但在它的發(fā)展進程中,又逐步地融入了兩院制的一些優(yōu)勢和特色,創(chuàng)造了獨特的"兩會制度",大大提升了這一制度的表達和整合能力。中國人大制度另一個鮮明特色,就是把代議民主與中國特色的協商民主結合起來。用協商民主補充和完善代議民主是當代民主政治的前沿課題,在這一點上,中國恰恰走在了前列。人民代表大會制度也超越了代議制的間接民主,這一制度在自己的發(fā)展進程中逐步培育了與間接民主相耦合的中國特色的直接民主,使其相得益彰。
[Abstract]:The Chinese people's Congress system is a wonderful flower in the development of representative system. It is inaccurate and not profound to understand it simply as a unicameral system, and what it opens up is a new road. The people's Congress was designed according to the unicameral system, but in its development process, it gradually incorporated some advantages and characteristics of the bicameral system. It has created a unique system of "two sessions", which has greatly enhanced the ability of expression and integration of this system. That is, combining representative democracy with consultative democracy with Chinese characteristics. Complementing and perfecting representative democracy with consultative democracy is the frontier topic of contemporary democratic politics. In this respect, The people's Congress system has also surpassed the indirect democracy of representative system, which has gradually cultivated the direct democracy with Chinese characteristics coupled with indirect democracy in its own development process and made it complement each other.
