【摘要】：二戰(zhàn)后的日本汲取軍部"暴走"的歷史教訓(xùn),以國家政治層面的"文民統(tǒng)制"及防衛(wèi)部門內(nèi)部的"文官統(tǒng)制"對軍事力量進(jìn)行雙重約束。其中,作為中央省廳的防衛(wèi)部門由兩大人員系統(tǒng)組成,即由文官("西服組")組成的內(nèi)局系統(tǒng)和由軍人("制服組")組成的幕僚系統(tǒng)。內(nèi)局文官的權(quán)限與地位長期高于幕僚軍人,從而形成了"文官統(tǒng)制"的防衛(wèi)決策制度。近年來,隨著政治大國化進(jìn)程加速以及"用兵"需求日趨突出,日本逐漸確立了"文武均衡"的新制度框架。與之相應(yīng),日本防衛(wèi)決策過程中軍人地位明顯上升,政治家的管控能力則相對下降。
[Abstract]:After World War II, Japan learned from the historical lessons of the "violent departure" of its military headquarters and used the "civil and civil control" at the national and political levels as well as the "civilian control" within the defense department to carry out dual restraints on its military power. As the defense department of the central provincial department, it is composed of two major personnel systems, namely, the internal bureau system composed of civilian officials ("suit group") and the staff system composed of military personnel ("uniform group"). In recent years, with the acceleration of the process of becoming a political power and the increasingly prominent demand for "military use", Japan has gradually established a new institutional framework of "civil and military balance". Japan's defense decision-making process of military status has increased significantly, politicians' ability to control the relative decline.
