【摘要】：冷戰(zhàn)結(jié)束以后,東南亞地區(qū)既是國際安全研究的熱點(diǎn),也是區(qū)域研究的重要個(gè)案,"東盟方式"受到學(xué)界關(guān)注。"后殖民主義"和冷戰(zhàn)研究的相關(guān)理論不足以解釋東南亞的安全治理。鑒于此,文章把安全治理納入?yún)^(qū)域治理研究的視野中,提出區(qū)域治理的概念和理論,結(jié)合區(qū)域建制、區(qū)域大國和區(qū)域連結(jié)之間的變量關(guān)系,來分析區(qū)域協(xié)調(diào)和區(qū)域管理機(jī)制在東南亞的運(yùn)作。柬越戰(zhàn)爭和東帝汶危機(jī)是東南亞安全治理中的重要事件,文章通過這兩個(gè)案例分析了東南亞區(qū)域安全結(jié)構(gòu)的演化并驗(yàn)證了相關(guān)理論,對(duì)影響東南亞區(qū)域安全治理的變量提供了有現(xiàn)實(shí)意義的學(xué)理分析。文章認(rèn)為,東南亞區(qū)域安全治理的成功既是大國協(xié)調(diào)的結(jié)果,也是東盟建制化和安全化的結(jié)果,區(qū)域連結(jié)是東南亞區(qū)域安全治理的重要指標(biāo)和評(píng)估依據(jù)。
[Abstract]:Since the end of the Cold War, Southeast Asia has become a hot spot in the study of international security. It is also an important case study of the region, and the ASEAN approach has attracted the attention of the academic community. The theories related to the study of "post-colonialism" and the cold war are not sufficient to explain the security governance in Southeast Asia. In this paper, the concept and theory of regional governance are put forward from the perspective of regional governance research, and the variable relationship between regional power and regional connection is combined with regional system. To analyse the operation of regional coordination and regional management mechanisms in Southeast Asia. The Cambodian and Vietnamese wars and the East Timor crisis are important events in the governance of security in Southeast Asia, This paper analyzes the evolution of the regional security structure in Southeast Asia and verifies the relevant theories through these two cases. It provides a theoretical analysis of the variables that affect the governance of regional security in Southeast Asia. The success of regional security governance in Southeast Asia is not only the result of great power coordination, but also the result of ASEAN institutionalization and security. Regional linkage is an important index and evaluation basis of Southeast Asian regional security governance.
