【摘要】：社區(qū)沖突是現(xiàn)代城市社區(qū)治理不可回避的重要議題之一。有效的沖突治理機制是城市社區(qū)沖突化解與治理的重要保障。為此,應(yīng)在"合作互惠,協(xié)商共贏"之社區(qū)沖突化解與治理理念重塑的新思維下,著力從內(nèi)部機制建設(shè)、外部機制建設(shè)以及內(nèi)外聯(lián)動機制建設(shè)等方面多管齊下,切實構(gòu)建起當(dāng)代中國城市社區(qū)沖突化解與治理的新機制。其中,內(nèi)部機制建設(shè)注重縱向?qū)用嫔仙鐓^(qū)沖突的化解與治理,包括風(fēng)險預(yù)警、溝通交流、利益整合、技術(shù)支持和學(xué)習(xí)機制等;外部機制建設(shè)側(cè)重橫向?qū)用嫔隙嘣黧w參與社區(qū)沖突的化解與治理,包括外部扶持、社會組織與公眾參與、第三方干預(yù)、爭議事項裁決與制動機制等;而內(nèi)外聯(lián)動機制建設(shè)則聚焦于縱橫層面的協(xié)同整合,涉及不同社區(qū)、城市甚至國家之間的互動機制。
[Abstract]:Community conflict is one of the most important issues in modern urban community governance. Effective conflict management mechanism is an important guarantee for conflict resolution and governance in urban communities. Under the new thinking of resolving community conflict and reinventing the concept of governance, we should focus on the construction of internal mechanism, the construction of external mechanism and the construction of internal and external linkage mechanism. A new mechanism for resolving and managing urban community conflicts in contemporary China has been set up, in which the internal mechanism construction has focused on resolving and managing community conflicts at the vertical level, including early warning of risks, communication and exchange, and integration of interests. The construction of external mechanism focuses on the horizontal level of multiple subjects involved in the resolution and governance of community conflict, including external support, social organization and public participation, third party intervention, dispute decision and braking mechanism, etc. On the other hand, the construction of internal and external linkage mechanism focuses on the coordination and integration at the horizontal and vertical levels, involving the interaction mechanism among different communities, cities and even countries.
