【摘要】：近年來,人口老齡化問題已經(jīng)成為我國的主要社會問題之一,引起國家、社會以及各界的重點關(guān)注,政府以及相關(guān)的學(xué)者都在為應(yīng)對人口老齡化尋找科學(xué)合理的解決方法。隨著烏魯木齊人口老齡化程度的日益加深,高齡老人、失能半失能老人、空巢老人的數(shù)量不斷增加,社會養(yǎng)老服務(wù)體系的建設(shè)和發(fā)展迎來了新的挑戰(zhàn)。社區(qū)老年日間照料中心的興建和運營作為我國積極應(yīng)對人口老齡化的重要措施之一,是新時代養(yǎng)老方式的創(chuàng)新舉措。通過相關(guān)文獻(xiàn)查閱以及對烏魯木齊市20家社區(qū)老年日間照料中心的實地走訪調(diào)查,發(fā)現(xiàn)社區(qū)老年日間照料中心作為烏魯木齊市構(gòu)建社會養(yǎng)老服務(wù)體系的重要部分,在政府政策建設(shè)和資金投入的支持下,取得了一定的政策成效和社會效應(yīng);在其維持良性發(fā)展的同時,發(fā)展規(guī)劃不合理、運營管理不科學(xué)、資金缺乏、服務(wù)種類少、服務(wù)質(zhì)量不高、服務(wù)隊伍不專業(yè)等問題卻不容忽視。本文以烏魯木齊20家社區(qū)老年日間照料中心的實地調(diào)查及對相關(guān)人員的訪談為基礎(chǔ),梳理了本市老年日間照料中心的發(fā)展歷程,描述了20家社區(qū)老年日間照料中心的發(fā)展現(xiàn)狀,分析其發(fā)展中存在的困難與問題,尋找其發(fā)展受困的影響因素,并借鑒疆內(nèi)先進(jìn)地區(qū)的發(fā)展經(jīng)驗,試圖為促進(jìn)烏魯木齊市社區(qū)老年日間照料中心的發(fā)展提出建議。結(jié)合烏魯木齊市的實際情況,筆者認(rèn)為為推動烏魯木齊社區(qū)老年日間照料中心的健康發(fā)展,政府應(yīng)通過頂層設(shè)計和科學(xué)規(guī)劃構(gòu)建符合本土實情的發(fā)展道路,通過相關(guān)政策的出臺以及財力的投入,完善運營管理的機制建設(shè),促進(jìn)服務(wù)隊伍專業(yè)化,引導(dǎo)社會力量參與,建立一個方向明確、責(zé)任清晰、發(fā)展有序、政策、資金和服務(wù)有效鏈接的社區(qū)老年日間照料中心發(fā)展體系。本文旨在以相對客觀全面的調(diào)查數(shù)據(jù)反映烏魯木齊市社區(qū)老年日間照料中心的發(fā)展實際狀況,為社區(qū)養(yǎng)老服務(wù)體系地域化研究提供參考典例,再者以社區(qū)照顧理論視角對社區(qū)老年日間照料中心的研究做出闡述,試圖為社區(qū)老年日間照料中心的研究嘗試新的視角。
[Abstract]:In recent years, the aging of the population has become one of the main social problems in China, which has attracted the attention of the country, society and all walks of life. The government and related scholars are looking for scientific and reasonable solutions to cope with the aging of the population. With the deepening of the aging of the population in Urumqi, the number of the elderly, the disabled and the half-disabled, and the number of empty nesters are increasing. The construction and development of the social old-age service system is facing new challenges. The construction and operation of the community day care center for the elderly is one of the important measures to deal with the aging of the population in China. It is an innovative measure of old-age care in the new era. Through the reference of relevant documents and field visits to 20 community day care centers for the elderly in Urumqi, It is found that as an important part of the construction of social old-age service system in Urumqi, the community day care center for the elderly has achieved certain policy results and social effects with the support of government policy construction and capital investment. While maintaining sound development, the development plan is unreasonable, the operation management is not scientific, the funds are lacking, the service types are few and the service quality is not high. Based on the field investigation of 20 community day-care centers for the elderly in Urumqi and the interviews with related personnel, this paper combs the development course of the day-care centers for the elderly in Urumqi. This paper describes the present situation of the development of 20 community day-care centers for the elderly, analyzes the difficulties and problems in their development, finds out the influencing factors of their development difficulties, and draws lessons from the development experience of the advanced areas in Xinjiang. This paper tries to put forward some suggestions for promoting the development of the community day care center for the elderly in Urumqi. According to the actual situation of Urumqi, the author thinks that in order to promote the healthy development of the care center for the elderly in Urumqi community, Through top-level design and scientific planning, the government should build a development path that conforms to the local reality, improve the mechanism of operation and management through the introduction of relevant policies and financial investment, promote the specialization of service teams, and guide social forces to participate. To establish a clear direction, clear responsibilities, orderly development and policies, The purpose of this paper is to reflect the actual situation of the development of community day care centers for the elderly in Urumqi with relatively objective and comprehensive survey data. It provides reference examples for the study of the regionalization of community old-age care service system, and expounds the research of the community day care center for the elderly from the perspective of community care theory, and tries to try a new perspective for the research of the community day care center for the elderly.
