【摘要】：中國(guó)與美俄之間是最重要的兩組大國(guó)關(guān)系。中美關(guān)系斗而不破仍是基本格局。中俄關(guān)系"準(zhǔn)同盟"基本面不會(huì)發(fā)生變化。俄美關(guān)系會(huì)有限度地改善。美聯(lián)俄制華未能實(shí)現(xiàn),聯(lián)華制俄也不可能。中國(guó)應(yīng)當(dāng)對(duì)俄美實(shí)行雙線同盟戰(zhàn)略,即在經(jīng)濟(jì)、金融、科技、教育、文化、社會(huì)等所謂低級(jí)政治領(lǐng)域,注重發(fā)展同美國(guó)的關(guān)系。在戰(zhàn)略、安全、軍事、政治、外交等所謂高級(jí)政治領(lǐng)域,注重發(fā)展同俄羅斯的關(guān)系。同時(shí),實(shí)行雙向彌補(bǔ)不足策略,即加強(qiáng)同美國(guó)的高級(jí)政治關(guān)系,夯實(shí)同俄羅斯的低級(jí)政治關(guān)系,目的是實(shí)行三角框架下我國(guó)外交的主動(dòng)和我國(guó)利益的最大化。
[Abstract]:China and the United States and Russia are the two most important groups of great power relations. Sino-U.S. relations are still a basic pattern. The fundamentals of the "quasi-alliance" of Sino-Russian relations will not change. Russian-US relations will be improved to a certain extent. The United States and Russia have failed to achieve the establishment of China. Nor is it possible for China to make Russia. China should implement the strategy of a two-line alliance with Russia and the United States, that is, in the so-called low-level political fields of economy, finance, science and technology, education, culture, society, and so on, and pay attention to the development of relations with the United States. In the so-called high-level political fields, such as politics, diplomacy, and other so-called high-level political fields, emphasis is placed on the development of relations with Russia. At the same time, the strategy of making up for the deficiencies in both directions is implemented, that is, strengthening high-level political relations with the United States and consolidating low-level political relations with Russia. The purpose is to carry out the initiative of China's diplomacy and the maximization of China's interests under the triangular framework.
