【摘要】：在國際氣候談判中,會議外交與談判管理是達成其國際合作的有效機制。一方面,聯(lián)合國主導(dǎo)下的締約方大會具有較為固定的流程與規(guī)則,其談判顯示出連續(xù)性和多元行為體參與的特點。另一方面,主辦國與《聯(lián)合國氣候變化公約》秘書處充當(dāng)著談判管理者的角色,在會議外交中起著"關(guān)鍵"作用。在巴黎氣候大會談判周期內(nèi),關(guān)鍵行為體法國和《公約》秘書處的作用和影響體現(xiàn)在會前籌備、會上談判和會后落實三個階段:在大會籌備階段,形成有效的談判案文和談判規(guī)則,運用外交手段對重要國家展開說服工作;在會議談判中,通過密切配合將會議的正式機制與非正式機制結(jié)合起來,掌控談判形勢,避免談判的不確定性,力促各方達成共識,實現(xiàn)協(xié)議的最大包容性;在巴黎大會后,法國與秘書處繼續(xù)合作,為《巴黎協(xié)定》的生效和落實提供政治動力。巴黎氣候談判的成功,實際上是傳統(tǒng)國家外交能力與政府間多邊主義共同作用的結(jié)果,而關(guān)注國際氣候談判中的微觀因素,如會議外交機制與談判管理技巧,也為理解國際氣候治理的未來發(fā)展提供了一條重要路徑。
[Abstract]:In the international climate negotiations, the conference diplomacy and negotiations is an effective mechanism to achieve the international cooperation. On the one hand, the United Nations under the auspices of the conference of the parties with the procedure and rules is fixed, the talks showed continuous features and multiple actors. On the other hand, the host country and the "United Nations Convention" climate change negotiations as a general management role plays a critical role in meeting diplomacy. At the Paris climate talks period, the role and influence of the key actors in France and the Secretariat of the Convention on < > reflected in the pre meeting preparation, negotiation and implementation after the three stages: the preparatory meeting stage, the formation of effective negotiating text and negotiation rules, the use of diplomacy to persuade countries launched an important meeting; in the negotiations, through close cooperation mechanism will be formally meeting and informal mechanism to combine control talk To avoid the uncertainty of the situation, the negotiations, urged the parties to reach a consensus, to achieve maximum inclusive agreement; the general assembly in Paris, France to continue to cooperate with the Secretariat, to provide political impetus to the Paris agreement > and < effective implementation. The success of the Paris climate talks, is actually the traditional national diplomacy between the government and the common role of multilateralism the results, and focuses on the microcosmic factors in international climate negotiation, such as meeting foreign negotiation mechanism and management skills, but also provides an important path for the future development of the understanding of international climate governance.
