【摘要】：土耳其作為位于中東和歐盟兩個(gè)安全復(fù)合體之間的隔離國,長期以來具有傳統(tǒng)隔離行為體的脆弱性、邊緣性和消極性特點(diǎn)。自20世紀(jì)90年代起,逐漸向"非傳統(tǒng)"隔離國轉(zhuǎn)變。正義與發(fā)展黨政府執(zhí)政后,土耳其外交在"戰(zhàn)略縱深主義"指導(dǎo)下表現(xiàn)出異常積極的"非傳統(tǒng)"特質(zhì)。該主義以土耳其"無與倫比"的"地理縱深"與"歷史縱深"為邏輯起點(diǎn),給土耳其設(shè)定了"全球行為體"的超前目標(biāo),選擇發(fā)揮"中心國家"優(yōu)勢,積極介入多地區(qū)并發(fā)揮領(lǐng)導(dǎo)作用作為其實(shí)現(xiàn)路徑,意圖突破隔離國的身份。但隔離行為體性質(zhì)對土耳其外交的制約依然明顯,且與戰(zhàn)略縱深主義間存在巨大張力。"阿拉伯之春"爆發(fā)刺激土耳其冒險(xiǎn)采取武力作為重要外交手段,最終導(dǎo)致這種張力無法調(diào)和,外交陷入孤立。后達(dá)武特奧盧時(shí)期,埃爾多安仍奉行戰(zhàn)略縱深主義,而土耳其外交戰(zhàn)略調(diào)整必須建立在對其進(jìn)行揚(yáng)棄的基礎(chǔ)上。
[Abstract]:Turkey, as an isolated country between the two security complexes of the Middle East and the European Union, has long been characterized by the vulnerability, marginalization and negativity of traditional isolation actors. Gradually to a "non-traditional" segregated country. After the Justice and Development Party government came to power, Under the guidance of "strategic depth doctrine", Turkish diplomacy shows an exceptionally positive "non-traditional" characteristic. This doctrine takes Turkey's "unparalleled" "geographical depth" and "historical depth" as the logical starting point. Having set Turkey a vision of "global actors", choosing to take advantage of the "central country", actively engaging in multiple regions and playing a leading role as its path of achievement, Attempts to break through the identity of the isolated State... But the nature of the isolating actors still clearly constrains Turkish diplomacy, and there is a great tension between it and strategic extensionism. The outbreak of the "Arab Spring" spurred Turkey to take the risk of using force as an important diplomatic means, As a result, this tension is irreconcilable and diplomacy is isolated. During the post-Davutoglu period, Erdogan still pursued strategic deepenism, and Turkey's diplomatic strategic adjustment must be based on its sublation.
