【摘要】：成都市正面臨著相當(dāng)嚴(yán)峻的老年人口問題,截止2015年12月31日,成都市65歲及以上老年人口占總?cè)丝诘?4.26%,按聯(lián)合國相關(guān)標(biāo)準(zhǔn),成都市早已進(jìn)入深度老齡化階段。隨著人口老齡化的不斷加劇、家庭結(jié)構(gòu)的不斷變化以及"養(yǎng)兒防老"觀念的不斷弱化等,傳統(tǒng)家庭養(yǎng)老的功能在不斷弱化,越來越多的老年人漸漸傾向于選擇集專業(yè)化、便捷化和集中化等特點(diǎn)于一體的機(jī)構(gòu)養(yǎng)老,機(jī)構(gòu)養(yǎng)老在養(yǎng)老服務(wù)體系中發(fā)揮的作用也日益顯著。本文針對(duì)成都市公辦與民辦養(yǎng)老機(jī)構(gòu)、成都市老年人和成都市市政府采用結(jié)構(gòu)性訪談法和實(shí)地調(diào)查研究法收集了大量機(jī)構(gòu)養(yǎng)老相關(guān)的一手資料,再通過文獻(xiàn)研究法收集了機(jī)構(gòu)養(yǎng)老的國內(nèi)外相關(guān)經(jīng)驗(yàn),從而為行文奠定基礎(chǔ)。在文章結(jié)構(gòu)方面,筆者首先從經(jīng)濟(jì)狀況、健康狀況、養(yǎng)老模式選擇意愿、機(jī)構(gòu)養(yǎng)老需求類型等方面對(duì)成都市老年人機(jī)構(gòu)養(yǎng)老的需求狀況進(jìn)行了分析,接著從政策供給、硬件設(shè)施供給、收費(fèi)情況、人才隊(duì)伍以及服務(wù)內(nèi)容等方面對(duì)成都市機(jī)構(gòu)養(yǎng)老的供給端進(jìn)行了分析。通過供給與需求的對(duì)比筆者總結(jié)出了成都市機(jī)構(gòu)養(yǎng)老目前存在的問題并對(duì)問題產(chǎn)生的原因進(jìn)行了分析。最后,通過對(duì)國內(nèi)外經(jīng)驗(yàn)的借鑒以及結(jié)合實(shí)地調(diào)研和文獻(xiàn)查閱等方法,筆者從養(yǎng)老政策、基礎(chǔ)設(shè)施、人才隊(duì)伍、養(yǎng)老服務(wù)體系以及監(jiān)督與評(píng)估體系等方面提出了完善成都市機(jī)構(gòu)養(yǎng)老的對(duì)策建議,以期對(duì)解決實(shí)際問題有益。
[Abstract]:Chengdu is facing a serious problem of the elderly population. As of December 31st 2015, the elderly population aged 65 and above in Chengdu accounted for 14.26 percent of the total population, according to the relevant standards of the United Nations. Chengdu has already entered the stage of deep aging. With the continuous aggravation of the aging population, the constant changes of family structure and the weakening of the concept of "raising children and preventing the elderly", the function of the traditional family providing for the aged has been continuously weakened. More and more elderly people tend to choose the institutional pension system, which is characterized by specialization, agility and centralization, etc. The role of institutional old-age care in the pension service system is also increasingly prominent. The senior citizens in Chengdu and the Chengdu municipal government have collected a large number of primary data on institutional old-age care by means of structured interview and field investigation, and then collected the relevant experience of institutional pension at home and abroad through the literature research method. So as to lay a foundation for the article. In the structure of the article, the author first analyzes the demand for the aged in Chengdu from the aspects of economic situation, health status, the choice of pension model, the type of institutional demand for the aged, and so on. Then from the policy supply, the hardware facilities supply, the charge situation, Through the comparison of supply and demand, the author summarizes the problems and causes of the problems existing in the institutional pension in Chengdu. Finally, By drawing lessons from domestic and foreign experience, combining with field research and literature review, the author starts from the pension policy, infrastructure, talent team, etc. In order to solve the practical problems, the author puts forward some suggestions on how to perfect the pension system in Chengdu.
