【摘要】：中共十八屆三中全會明確指出,推進國家治理體系和治理能力現(xiàn)代化作為全面深化改革總目標,這對于當代中國社會主義現(xiàn)代化事業(yè)具有重大意義。黨的十八大報告還指出,社會主義協(xié)商民主是我國人民民主的重要形式,要大力推進協(xié)商民主廣泛多層制度化發(fā)展,這一路線的提出為我國民主政治的發(fā)展指明了方向�？v觀中國民主政治發(fā)展現(xiàn)狀,協(xié)商民主已以多種形式存在于我國的政治體制之中,但其發(fā)展還存在著諸多問題。因此,本文在解析中國協(xié)商民主發(fā)展瓶頸的基礎上,深入探討國家治理體系和治理能力現(xiàn)代化與協(xié)商民主的契合性,力圖在國家治理體系和治理能力現(xiàn)代化語境下構建廣泛、多層、制度化的協(xié)商民主體制,借以推動中國民主政治不斷發(fā)展,推動全面深化改革總目標的早日實現(xiàn)。
[Abstract]:The third Plenary session of the 18 CPC Central Committee clearly pointed out that it is of great significance to promote the modernization of the state governance system and governance capacity as the overall goal of comprehensively deepening the reform, which is of great significance to the cause of socialist modernization in contemporary China. Socialist deliberative democracy is an important form of people's democracy in our country. It is necessary to vigorously promote the extensive, multi-level and institutionalized development of deliberative democracy. The proposal of this line has pointed out the direction for the development of democratic politics in our country. Deliberative democracy has existed in many forms in our country's political system, but there are still many problems in its development. Therefore, on the basis of analyzing the bottleneck of the development of China's deliberative democracy, This paper probes into the compatibility between the modernization of the national governance system and governance ability and the consultative democracy, and tries hard to construct a broad, multi-layer and institutionalized consultative democracy system in the context of the modernization of the national governance system and the governance ability. In order to promote the continuous development of democratic politics in China, promote the overall goal of comprehensive deepening of reform at an early date.
