【摘要】：公有共富是中華民族傳統(tǒng)文化和哲學(xué)的永恒命題,是中華民族幾千年來仁人志士的價(jià)值理想,也是中國共產(chǎn)黨自成立之日起就始終如一的價(jià)值追求。社會主義公有制是社會主義的經(jīng)濟(jì)基礎(chǔ),也是實(shí)現(xiàn)共同富裕的前提條件。共同富裕是社會主義的根本原則和本質(zhì)特征,是社會主義優(yōu)越性的集中體現(xiàn)。新中國成立65年來,我們黨對公有共富的思想認(rèn)識日益深化,實(shí)踐經(jīng)驗(yàn)越來越豐富,道路越走越寬廣。我們建設(shè)中國特色社會主義,做大做強(qiáng)社會主義公有制的目的是為了實(shí)現(xiàn)人民共同富裕。本文從中國傳統(tǒng)文化與馬克思主義公有共富思想的理論來源出發(fā),闡述其科學(xué)內(nèi)涵和理論依據(jù),系統(tǒng)梳理和充分展現(xiàn)65年來中國共產(chǎn)黨人對公有共富的不懈探索和追求。毋庸諱言,改革開放以來,我國的經(jīng)濟(jì)社會發(fā)展取得了翻天覆地的變化,成績鼓舞人心,前景令人振奮。同時(shí)我們也清醒的認(rèn)識到當(dāng)前私有化言論甚囂塵上,公有制發(fā)展面臨困境,城鄉(xiāng)之間、地區(qū)之間、行業(yè)之間的收入差距逐步擴(kuò)大,人民的生活水平?jīng)]有得到同步提高,發(fā)展的成果還遠(yuǎn)沒有普惠人民,不斷拉大的收入差距阻礙著我國共同富裕實(shí)現(xiàn)的步伐。在全面建成小康社會的今天,探討如何做大做強(qiáng)公有制、實(shí)現(xiàn)共同富裕等問題具有重大而深遠(yuǎn)的理論和實(shí)踐意義。對公有共富思想進(jìn)行深入的探討,正是防止兩極分化、縮小三大差距,實(shí)現(xiàn)共同富裕,促進(jìn)社會和諧的重要舉措。新世紀(jì)新階段,如何實(shí)現(xiàn)馬克思所構(gòu)想的全體人民各盡其能、各得其所而又富裕和諧的社會,是當(dāng)前和今后相當(dāng)長一段時(shí)間的中心任務(wù)。在新的歷史起點(diǎn)上,要真正體現(xiàn)社會主義優(yōu)越性,就必須把實(shí)現(xiàn)好、維護(hù)好、發(fā)展好最廣大人民群眾的根本利益作為根本出發(fā)點(diǎn)。高舉中國特色社會主義偉大旗幟,做大做強(qiáng)社會主義公有制,加強(qiáng)和改善以民生為重點(diǎn)的和諧社會建設(shè),解決人們最關(guān)心、最迫切、最直接的問題,逐步實(shí)現(xiàn)共同富裕,達(dá)到社會和諧。本文以十八大及十八屆三中、四中全會提出的新思路新政策為出發(fā)點(diǎn),對新時(shí)期公有共富的實(shí)現(xiàn)提出自己的一些思考。并在此基礎(chǔ)上,針對我國實(shí)際,提出在新時(shí)期實(shí)現(xiàn)公有共富的一些建議,具體闡釋相關(guān)政策的落實(shí),最終為實(shí)現(xiàn)全體人民共同富裕的偉大中國夢奠定堅(jiān)實(shí)的基礎(chǔ)。
[Abstract]:It is the eternal proposition of the traditional culture and philosophy of the Chinese nation that public ownership and common prosperity is the value ideal of the Chinese people with lofty ideals for thousands of years. The socialist public ownership is not only the economic foundation of socialism, but also the prerequisite for realizing common prosperity. Common prosperity is the fundamental principle and essential characteristic of socialism. In the 65 years since the founding of New China, our party has deepened its understanding of the idea of public ownership and common prosperity, enriched its practical experience, and the road has become wider and wider. We are building socialism with Chinese characteristics. The purpose of making socialist public ownership bigger and stronger is to realize the common prosperity of the people. This paper expounds its scientific connotation and theoretical basis from the theoretical source of the Chinese traditional culture and Marxist thought of common prosperity. The systematic combing and full display of the Chinese Communists' unremitting exploration and pursuit of public ownership and common wealth over the past 65 years. Needless to say, since the reform and opening up, China's economic and social development has made earth-shaking changes and its achievements have been encouraging. The outlook is encouraging. At the same time, we are soberly aware that the current talk of privatization is rampant, that the development of public ownership is facing difficulties, and that the income gap between urban and rural areas, between regions, and between industries is gradually widening. The living standards of the people have not been improved synchronously, and the fruits of development are far from inclusive. The widening income gap is hindering the pace of realizing common prosperity in our country. Today, when we are building a well-off society in an all-round way, It is of great and far-reaching theoretical and practical significance to discuss how to make public ownership bigger and stronger, and to realize common prosperity. A thorough discussion of the idea of public ownership and common wealth is to prevent polarization, narrow the three big gaps, and realize common prosperity. An important measure to promote social harmony. In the new century and new stage, how to realize the society in which Marx conceived all the people to do their best, to get their own way and to be rich and harmonious, It is the central task at present and for quite a long time to come. At the new historical starting point, if we want to truly embody the superiority of socialism, we must realize and maintain it well. To hold high the great banner of socialism with Chinese characteristics, to make socialist public ownership bigger and stronger, to strengthen and improve the building of a harmonious society focused on people's livelihood, and to address people's greatest concern. The most urgent and immediate problem is to gradually realize common prosperity and achieve social harmony. This paper takes the new thinking and new policy put forward by the 18 National Congress and the third and fourth Plenary session of the 18 Central Committee as the starting point. This paper puts forward some thoughts on the realization of public ownership and common wealth in the new period. On this basis, in view of the reality of our country, some suggestions are put forward to realize the realization of public ownership and common wealth in the new period, and the implementation of relevant policies is explained concretely. In the end, it laid a solid foundation for the realization of the prosperity of all the people.
