【摘要】：公民公共精神作為現(xiàn)代社會和國家對公民提出的最基本和最重要的美德要求,在我國城市社區(qū)合作治理進程中發(fā)揮著巨大的作用。公民公共精神體現(xiàn)在人們對待公共事務、公共利益和公共生活的價值追求與精神態(tài)度中,它包含著對民主、平等、公正、參與、責任、服務、志愿等精神的肯定與認同。培育與構建公民公共精神是目前我國城市社區(qū)合作治理過程中最緊迫而嚴峻的任務。政府、企業(yè)、社會組織和公民自身作為社區(qū)多元合作治理的主體,他們各自承擔著不同的角色與義務,公共精神的培育也需從這些主體入手,不斷改革與滲透,從而形成發(fā)達的公民公共精神。發(fā)達的公民公共精神是實現(xiàn)社區(qū)治理有效性的決定性因素,它不僅能推動我國城市社區(qū)治理的步伐,還能推動整個社會的文明建設與和諧發(fā)展。本文在結合國內外社區(qū)合作治理以及公民公共精神研究現(xiàn)狀的基礎上,提出了公共精神的基本內涵和培育公民公共精神的重要性。針對目前我國城市社區(qū)公民公共精神的缺失表現(xiàn)以及原因進行了調查與分析,很顯然,公共參與意識不足、責任意識匱乏、公共道德缺失以及協(xié)作意識淡薄等已經(jīng)嚴重影響了社區(qū)合作治理績效,造成社區(qū)社群關系、社區(qū)活動、社區(qū)工作以及社區(qū)發(fā)展的消極影響。本論文嘗試以多元合作治理主體為路徑選擇,根據(jù)多元主體在城市社區(qū)公民公共精神培育中的角色定位,采取相應的措施,從而實現(xiàn)公民公共精神的構建,以推進我國以公民公共精神為內在支撐的社區(qū)合作治理的步伐。
[Abstract]:Public spirit as the modern society and the state of the citizens of the most basic and most important virtue, plays a great role in the process of city community co governance in China. Public spirit is reflected in people with public affairs, value pursuit and spiritual attitude of public interest and public life, it contains the democracy equality, justice, participation, responsibility, service, recognition and identification of volunteer spirit. The cultivation and construction of public spirit is the process of city community cooperation governance in China the most urgent task. The government, enterprises, social organizations and citizens themselves as the main body of community multi cooperative governance, they assume their respective roles with the different duty of the cultivation of public spirit also need to start from the main body, continuous reform and penetration, thus forming a public spirit developed. Civil public spirit is developed The decisive factor of community governance is effective, it can not only promote the city community governance in our country the pace, but also promote the civilization construction and the harmonious development of the whole society. In this paper, on the basis of domestic and foreign community governance and public spirit research status, put forward the importance of the basic connotation of public spirit and cultivate public spirit aiming at the lack of citizens. The city community public spirit in our country and the reasons for the investigation and analysis, obviously, lack of public participation, lack of sense of responsibility, public morality and the cooperative consciousness has a serious impact on community governance performance, resulting in community relations, community activities, community work and negative influence the development of community. This paper attempts to multi cooperative governance body for path selection, according to multiple subjects in the city community public citizen In the spirit of CO cultivation, we should take corresponding measures to achieve the construction of citizen's public spirit so as to push forward the pace of community cooperation governance supported by the public spirit of our country.
