【摘要】：2010年末發(fā)端于突尼斯的中東劇變深刻改變了該地區(qū)的地緣政治面貌。劇變國家經(jīng)濟社會發(fā)展等方面的痼疾固然是此次劇變重要的內(nèi)部因素,但外部勢力的干涉亦對此次劇變起到了推波助瀾的作用。一些阿拉伯國家聯(lián)手西方國家,對劇變國家的民眾抗議進行聲援,呼吁進行國內(nèi)改革,甚至不惜強行對其內(nèi)政橫加干涉。在這些阿拉伯國家中,卡塔爾的表現(xiàn)異�；钴S,它在這次劇變中所采取的一系列引人注目的外交行為,不僅特立獨行于各阿拉伯國家之間,而且似乎與該國之前的外交行為也有較大反差。劇變之前,卡塔爾雖然采取積極的外交行動,但通常以調(diào)解爭端為目的,總體具有求公正、求平衡的特點。但在這次劇變中,卡塔爾一反常態(tài),試圖充當(dāng)“急先鋒”的角色,其行為表現(xiàn)出強烈的復(fù)雜性與冒險性。 在現(xiàn)有研究的基礎(chǔ)上,本文以國家利益為視角、以卡塔爾對中東劇變國家的外交行為為研究對象,著力探討卡塔爾針對中東劇變國家外交行為的動機、內(nèi)容、作用和影響。除前言與結(jié)語外,本文主體分為三章：第一章對卡塔爾外交政策與行為的特點與目標進行簡要概括與歸納,旨在闡明卡塔爾外交行為的出發(fā)點和依據(jù)；第二章從國家利益的視角綜述卡塔爾對劇變國家的外交行為,旨在分析卡塔爾外交行為在阿拉伯劇變中的激進和冒險性；第三章探討卡塔爾對劇變國家所實施外交行為對其本身與劇變國家、中東地區(qū)大國以及美國、俄羅斯、中國等大國關(guān)系的作用與影響。 從國家利益角度梳理、分析卡塔爾對劇變國家的外交行為及其影響,有助于更清楚地認識卡塔爾在此次中東劇變中的得與失,并思考此次中東劇變對地區(qū)和國際格局重組的深遠影響。此外,隨著“一帶一路”戰(zhàn)略的提出,卡塔爾在中國對阿拉伯國家外交戰(zhàn)略布局中占據(jù)的重要性有一定程度的提升。隨著阿拉伯國家的“向東看”與中國的“向西進”,雙方將迎來更光明的合作前景。這同樣要求更全面、深入地了解對方及其外交行為方式。
[Abstract]:The dramatic changes in the Middle East, which began in Tunisia in end of 2010, have profoundly changed the geopolitical landscape of the region. But outside intervention also contributed to the upheaval, with some Arab countries joining hands with the West in solidarity with popular protests in the country and calling for domestic reforms. It has even resorted to forcible interference in its internal affairs. Qatar has been extremely active in these Arab countries and has engaged in a series of high-profile diplomatic acts during this upheaval. Not only are they maverick among Arab States, but they also seem to be in sharp contrast to their previous diplomatic behaviour. Before the upheaval, Qatar, while taking active diplomatic action, usually aimed at mediating disputes. The whole has the characteristics of seeking justice and balance. But in this dramatic change, Qatar is unusual and tries to act as a "vanguard", and its behavior shows strong complexity and adventure. On the basis of the existing research, this paper focuses on the motive and content of Qatar's diplomatic behavior in view of the dramatic change in the Middle East from the perspective of national interests, taking the diplomatic behavior of Qatar to the countries of the Middle East upheaval as the object of study. In addition to preface and conclusion, the main body of this paper is divided into three chapters: the first chapter briefly summarizes and summarizes the characteristics and objectives of Qatari foreign policy and behavior. (B) to clarify the starting point and basis for Qatari diplomatic acts; The second chapter summarizes Qatari's diplomatic behavior to the rapidly changing country from the angle of national interest, aiming at analyzing the radical and adventurous nature of Qatari's diplomatic behavior in the Arab upheaval. The third chapter discusses the role and influence of the diplomatic acts of Qatar on the relations between Qatar and the great countries in the Middle East, the United States, Russia, China and so on. From the angle of national interests, this paper analyzes the diplomatic behavior and its influence of Qatar to the rapidly changing countries, which is helpful to understand more clearly the gains and losses of Qatar in this upheaval in the Middle East. In addition, with the "Belt and Road" strategy put forward, the profound impact of the Middle East upheaval on the restructuring of regional and international structures has been considered. Qatar has a certain degree of importance in the strategic layout of China's diplomacy to Arab countries. With the Arab countries "looking east" and China "westward". There will be brighter prospects for cooperation. It will also require a more comprehensive and in-depth understanding of each other and the way they act.
