【摘要】：在地方自治的背景下,地方利己主義抬頭,地方政府之間的沖突不斷增多。而地域經(jīng)濟社會的發(fā)展又離不開地域間的合作。實現(xiàn)從沖突到合作的轉變是地方公共行政中的大事。從邏輯路徑分析和三個案例的實踐來看,圍繞需要合作才能解決的復合性事件,分裂導致沖突,分裂的制度化導致沖突加深,溝通導致合作,溝通的制度化導致合作加深,并且可以預防沖突。所以,地方政府在尋求地域發(fā)展,號召加強地方合作的同時,首先需要建立一定的溝通機制,并保持該機制的穩(wěn)定性和制度性。在長期的、制度性的溝通前提下,地方政府間的沖突必然越來越少,合作必然越來越多。
