【摘要】：在美國(guó)核不擴(kuò)散政策的歷史中,吉爾帕特里克委員會(huì)及其報(bào)告并不為大多數(shù)學(xué)者所重視。事實(shí)上,該委員會(huì)在如何防止核擴(kuò)散的問題上,提出了通過(guò)調(diào)整美蘇關(guān)系、建立核不擴(kuò)散的國(guó)際機(jī)制等值得關(guān)注的建議。盡管當(dāng)時(shí)委員會(huì)的報(bào)告并沒有被約翰遜總統(tǒng)完全采納,但其所包含的基本哲學(xué),特別是大國(guó)通過(guò)合作實(shí)現(xiàn)在安全領(lǐng)域的雙贏,奠定了此后美國(guó)核不擴(kuò)散政策實(shí)踐的認(rèn)知基礎(chǔ)。
[Abstract]:In the history of the United States nuclear non-proliferation policy, the Gilpatrick Committee and its report have not been taken seriously by most scholars. In fact, the Commission is concerned with how to prevent nuclear proliferation. Some interesting suggestions were put forward, such as adjusting the U.S.-Soviet relations and establishing an international mechanism for nuclear non-proliferation. Although the report of the Commission at that time was not fully adopted by President Johnson, it contained a basic philosophy. In particular, the cooperation of major countries to achieve a win-win situation in the field of security has laid a cognitive foundation for the practice of nuclear non-proliferation policy in the United States.
