【摘要】：本文以實(shí)證研究方法,以公務(wù)員的職業(yè)行為稟性為基礎(chǔ),分析公務(wù)員對(duì)公民政治參與不同方式的評(píng)價(jià),并進(jìn)而分析影響公務(wù)員不同評(píng)價(jià)的主要因素。文章通過(guò)潛在類別分析指出,公務(wù)員對(duì)公民政治參與不同方式的評(píng)價(jià)可分為四類:重視與公民直接接觸、重視公民參與所有方式、漠視公民參與所有方式以及態(tài)度模糊。多分類邏輯斯蒂回歸的結(jié)果顯示,較為愿意及時(shí)回應(yīng)公民意見、較為認(rèn)同將完成工作任務(wù)視為工作首要評(píng)價(jià)取向、較低預(yù)估社會(huì)風(fēng)險(xiǎn)程度的公務(wù)員,往往更為愿意高度評(píng)價(jià)公民政治參與的所有方式,而公務(wù)員認(rèn)為其職業(yè)行為遭到公眾批評(píng)的可能,實(shí)際上并不影響公務(wù)員對(duì)公民政治參與不同方式的評(píng)價(jià)。鑒于這些情況,政府需要優(yōu)化公務(wù)員的職業(yè)行為,通過(guò)多種機(jī)制、渠道加強(qiáng)公務(wù)員與公民的互動(dòng)。同時(shí),加強(qiáng)社會(huì)建設(shè),提高公務(wù)員的社會(huì)信任水平,并注重及時(shí)回應(yīng)公民意見,以促進(jìn)公民通過(guò)多種方式參與政治。
[Abstract]:Based on the professional behavior of civil servants, this paper analyzes the evaluation of civil servants' political participation in different ways. And then analyzes the main factors that affect the different evaluation of civil servants. Through the analysis of potential categories, the article points out that civil servants can be divided into four types of evaluation of different ways of political participation: pay attention to direct contact with citizens. Pay attention to all the ways of citizen participation, ignore all the ways of citizen participation and attitude ambiguity. The results of multi-classification logic show that we are more willing to respond to the views of citizens in time. More agree that the completion of work tasks as the first job evaluation orientation, lower estimated social risk level of civil servants, often more willing to highly evaluate all forms of civil political participation. However, the possibility that civil servants think that their professional behavior is criticized by the public does not affect the evaluation of civil servants' different ways of political participation. In view of these circumstances, the government needs to optimize the professional behavior of civil servants. Through a variety of mechanisms to strengthen the interaction between civil servants and citizens. At the same time, strengthen social construction, improve the level of social trust of civil servants, and pay attention to timely response to the views of citizens. To promote citizen participation in politics in a variety of ways.
