【摘要】：作為第四空間的太空是國(guó)際爭(zhēng)奪的戰(zhàn)略制高點(diǎn)。中美兩國(guó)在太空領(lǐng)域有著廣泛利益,涉及其國(guó)家安全與經(jīng)濟(jì)繁榮以及國(guó)際聲望。中美兩國(guó)之間的太空關(guān)系,事關(guān)國(guó)際戰(zhàn)略穩(wěn)定與平衡。盡管兩國(guó)都主張?zhí)瞻踩?但是中美太空安全觀大相徑庭,在如何確保太空安全的方式上存在巨大差異。中國(guó)在安全困境下考慮和實(shí)施太空政策,謀求太空安全;美國(guó)則是推進(jìn)太空武器化,保證美國(guó)治下的太空安全。兩國(guó)在太空安全領(lǐng)域上進(jìn)行了針?shù)h相對(duì)的較量。美國(guó)使用傳統(tǒng)守成大國(guó)對(duì)待崛起大國(guó)的方法,不僅研發(fā)更先進(jìn)的(反)太空技術(shù),而且也禁止中美太空合作,同時(shí)拼湊同盟,封堵中國(guó)(反)太空能力的發(fā)展。與美國(guó)相比,中國(guó)應(yīng)對(duì)美國(guó)太空封堵手段相對(duì)較少,只有潛心發(fā)展自己的(反)太空能力,才能確保太空資產(chǎn)安全和國(guó)家安全。在外交場(chǎng)合下,在禁止太空軍備競(jìng)賽與《禁止生產(chǎn)用于核武器及爆炸裝置的裂變材料條約》、禁止太空武器化的國(guó)際條約與自愿性質(zhì)的國(guó)際太空行為規(guī)范準(zhǔn)則兩組問(wèn)題上,中美兩國(guó)也進(jìn)行了互不妥協(xié)的對(duì)抗。為降低兩國(guó)在太空安全領(lǐng)域的對(duì)抗烈度,中美兩國(guó)開(kāi)啟了民用太空對(duì)話與太空安全對(duì)話機(jī)制,同時(shí),也不排除特朗普政府未來(lái)會(huì)啟用中美外交安全對(duì)話機(jī)制處理太空安全問(wèn)題。
[Abstract]:Space as a 4th space is the strategic commanding point of international competition. China and the United States have a wide range of interests in the space field, involving their national security and economic prosperity, as well as international prestige. Space relations between China and the United States. It is a matter of international strategic stability and balance. Although both countries advocate space security, China and the United States have very different views on space security. There are huge differences in how to ensure the safety of space. China considers and implements space policy under the difficult situation of security in order to seek space security; The United States is promoting the weaponization of space to ensure the security of space under the United States. The two countries engaged in a tit-for-tat battle in the field of space security. Not only to develop more advanced space technology, but also to prohibit space cooperation between China and the United States, while cobbling together alliances to block the development of China's (anti-space) space capabilities. Compared with the United States. China has relatively few measures to block American space, and only by focusing on developing its own (anti-space) capabilities can it ensure the safety of space assets and national security. The two sets of issues related to the prohibition of an arms race in space and the Treaty on the Prohibition of the production of fissile material for Nuclear weapons and explosive Devices, the international treaty banning the weaponization of space and the voluntary international norms of conduct in space. China and the United States have also engaged in an uncompromising confrontation. In order to reduce the intensity of confrontation between the two countries in the field of space security, China and the United States have launched a civil space dialogue and a space security dialogue mechanism. Nor is it ruled out that the Trump administration will use the Sino-U.S. diplomatic security dialogue to deal with space security in the future.
