【摘要】：公民話語(yǔ)權(quán)是指公民通過(guò)不同的公共政治渠道和領(lǐng)域,表達(dá)自己對(duì)個(gè)人、社會(huì)和國(guó)家等問(wèn)題的觀點(diǎn),發(fā)表言論的權(quán)利。隨著改革開放,網(wǎng)絡(luò)公共領(lǐng)域的興起,公民話語(yǔ)權(quán)得到了充分地行使,在不斷發(fā)展中取得了一些成效。但仍然存在著一些不可忽視的問(wèn)題,例如社會(huì)貧富分化過(guò)大、三農(nóng)問(wèn)題等,以及關(guān)系到社會(huì)公正的一些民生、民權(quán)等問(wèn)題。公民話語(yǔ)權(quán)的表達(dá)渠道和機(jī)制仍需要進(jìn)一步努力和完善。為此,本課題立足公民話語(yǔ)權(quán)的歷史發(fā)展及其存在問(wèn)題分析,對(duì)公民話語(yǔ)權(quán)的保障機(jī)制建設(shè)及其重要性等問(wèn)題進(jìn)行了深入研究。本課題的研究對(duì)于促進(jìn)我國(guó)公民話語(yǔ)權(quán)的發(fā)展,推進(jìn)國(guó)家治理體系的現(xiàn)代化,具有重要的理論價(jià)值和現(xiàn)實(shí)意義。本論文主要從這幾個(gè)方面進(jìn)行論證：首先,從理論上對(duì)國(guó)內(nèi)外與公民話語(yǔ)權(quán)相關(guān)的理論進(jìn)行了梳理,對(duì)公民話語(yǔ)權(quán)的相關(guān)概念、相關(guān)內(nèi)涵、基本觀點(diǎn)進(jìn)行了界定和闡述。其次,論文對(duì)建國(guó)后至改革開放我國(guó)公民話語(yǔ)權(quán)的歷史發(fā)展,尤其是隨著網(wǎng)絡(luò)信息現(xiàn)代化和國(guó)家治理體系現(xiàn)代化理念的提出,以及當(dāng)前公民行使話語(yǔ)權(quán)中的現(xiàn)存問(wèn)題及原因進(jìn)行了梳理和分析。最后論文探究了我國(guó)公民話語(yǔ)權(quán)的公共規(guī)范和保障機(jī)制建設(shè),提出完善公民話語(yǔ)權(quán)對(duì)于經(jīng)濟(jì)建設(shè)、民主政治建設(shè)、提高政府辦事效率具有重要意義。
[Abstract]:Citizen's right of speech refers to the right of citizens to express their views on personal, social and national issues through different public political channels and fields. With the reform and opening up, the rise of the public domain network. The citizen's right of speech has been fully exercised, and some achievements have been made in the continuous development. However, there are still some problems that can not be ignored, such as the social polarization between the rich and the poor, the problem of agriculture, countryside, agriculture, and so on. As well as some issues related to social justice, such as people's livelihood, civil rights, etc. The expression channels and mechanisms of citizens' right to speak still need further efforts and improvement. This subject is based on the historical development of the citizen's right to speak and the analysis of its existing problems. This paper makes a deep research on the construction and importance of the guarantee mechanism of citizen's right of speech. The research of this topic is helpful to promote the development of citizen's right of speech in our country and to promote the modernization of national governance system. It has important theoretical value and practical significance. This paper mainly from these aspects to demonstrate: first of all, from the theory of domestic and foreign and civil discourse rights related theories were combed. The related concepts, related connotations and basic viewpoints of the civil discourse right are defined and expounded. Secondly, the paper discusses the historical development of the civil discourse right from the founding of the people's Republic of China to the reform and opening up. Especially along with the network information modernization and the national governance system modernization idea proposed. As well as the existing problems and reasons in the exercise of the right of citizens to speak are combed and analyzed. Finally, the paper probes into the construction of public norms and safeguard mechanism of the right of citizens to speak in our country. It is of great significance to improve the citizen's right to speak for economic construction, democratic political construction and improving the efficiency of government affairs.
