【摘要】：老年精準(zhǔn)扶貧對(duì)于當(dāng)今我國(guó)應(yīng)對(duì)扶貧、脫貧及老齡問(wèn)題都具有特殊的意義。從整體上看,目前的扶貧方式、主體性取向及政策設(shè)計(jì)與老年精準(zhǔn)扶貧的特殊需求存在脫節(jié),使老年精準(zhǔn)扶貧面臨一定現(xiàn)實(shí)困境。積極老齡化政策理念為應(yīng)對(duì)這一困境在理論研究和政策設(shè)計(jì)上提供了新的視野和思路,包括將老年人扶貧需求的精細(xì)識(shí)別與分層應(yīng)對(duì)作為老年精準(zhǔn)扶貧的策略框架,將促進(jìn)老年人的主體性參與作為老年精準(zhǔn)扶貧的關(guān)鍵路徑,同時(shí)重構(gòu)相關(guān)制度為老年精準(zhǔn)扶貧提供根本的制度保障。
[Abstract]:The precision poverty alleviation of the elderly is of special significance to the problems of poverty alleviation, poverty alleviation and old age in our country. From the overall point of view, the current poverty alleviation methods are of special significance. The sexual orientation of the subject and the policy design are out of touch with the special needs of the elderly. The concept of active aging policy provides a new perspective and train of thought for the theoretical research and policy design to deal with this dilemma. Including the elderly poverty alleviation needs of the fine identification and stratification response as the elderly precision poverty reduction strategy framework to promote the participation of the elderly as the key path of precision poverty alleviation. At the same time, the reconstruction of relevant systems for the elderly precision poverty reduction provides a fundamental institutional guarantee.
