【摘要】：冷戰(zhàn)結(jié)束后 ,西方文化的影響日益擴大 ,成為西方國家在當(dāng)代國際關(guān)系中的一種重要資源。西方的外交決策者將西方文化中的基本價值觀念簡化成為一套意識形態(tài)教條 ,主要包括政治民主化、人權(quán)保障、市場經(jīng)濟制度等內(nèi)容 ,強調(diào)這些觀念的普適性 ,并以此為理由對違背相應(yīng)準(zhǔn)則的非西方國家施加壓力乃至實施制裁 ,從而賦予了自己在意識形態(tài)上的霸權(quán)地位。實際上 ,在冷戰(zhàn)后的國際關(guān)系中 ,維護文化霸權(quán)是西方國家實現(xiàn)其根本利益的一種重要手段 ,正因如此 ,為了得到實際的戰(zhàn)略利益 ,西方國家又可以暫時“忽略”自己的某些意識形態(tài)教條。本文認(rèn)為 ,在全球化的現(xiàn)實下 ,非西方國家的發(fā)展道路勢必會受到西方文化的影響 ,而且在特定情況下 ,對某些國家進行國際人道主義干預(yù)也是非常必要的。但是 ,西方集團將自己的意識形態(tài)教條強加于人的做法卻只會影響到別國的發(fā)展。西方國家使用意識形態(tài)理由對別國內(nèi)政進行干預(yù)與其文化優(yōu)越感和經(jīng)濟政治主導(dǎo)地位直接有關(guān)。在構(gòu)筑面向 2 1世紀(jì)的國際關(guān)系的過程中 ,從對于發(fā)展中國家的實際作用上看 ,這種做法是非常有害的。
[Abstract]:After the end of the Cold War, the influence of Western culture has been expanding day by day. It has become an important resource of western countries in contemporary international relations.
