【摘要】：難民危機加劇了歐盟多重危機效應(yīng),推動其周邊治理轉(zhuǎn)型。歐盟新周邊治理框架在務(wù)實原則下,更加理性地認(rèn)識到自身作為轉(zhuǎn)型力量對外輸出模式的局限性,轉(zhuǎn)而尋求在安全和穩(wěn)定的優(yōu)先領(lǐng)域與周邊國家在區(qū)別化原則下開展新的互利合作。但是,由于其特殊的國際行為體身份定位,歐盟周邊治理務(wù)實轉(zhuǎn)型難以突破其深層次困境,尤其是在利益與價值之間實現(xiàn)平衡。
[Abstract]:The European Union ' s new peripheral governance framework , based on pragmatic principles , is more rational to recognize itself as the limitation of the external output mode of the transition force , instead of seeking new mutually beneficial cooperation between the security and stability priority areas and the surrounding countries under the principle of differentiation . However , due to its special international actor identity positioning , it is difficult to break through its deep predicament , especially in the interests and values .
