【摘要】：中共十八大提出要“健全社會(huì)主義協(xié)商民主制度”,十八屆三中全會(huì)在此基礎(chǔ)上強(qiáng)調(diào)要“推進(jìn)協(xié)商民主廣泛多層制度化發(fā)展”,這些都是中國(guó)共產(chǎn)黨對(duì)社會(huì)主義協(xié)商民主理論的重大創(chuàng)新,為我國(guó)社會(huì)主義民主政治的進(jìn)一步發(fā)展指明了方向。隨著我國(guó)政治體制改革的不斷深入,社會(huì)主義協(xié)商民主制度的建設(shè)進(jìn)程也在不斷地加快。在社會(huì)主義協(xié)商民主制度發(fā)展的過(guò)程中,我們要如何弄清楚它的基本性質(zhì),如何看待它在發(fā)展過(guò)程中存在的問(wèn)題,以及如何讓它在與時(shí)俱進(jìn)中保持自身的動(dòng)態(tài)化過(guò)程,是當(dāng)前發(fā)展社會(huì)主義協(xié)商民主制度所必須回答的理論和現(xiàn)實(shí)問(wèn)題。本文從“制度化”層面研究社會(huì)主義協(xié)商民主,在對(duì)社會(huì)主義協(xié)商民主制度以及社會(huì)主義協(xié)商民主制度化進(jìn)行內(nèi)涵界定與歷程回顧的基礎(chǔ)上,探討了社會(huì)主義協(xié)商民主制度化發(fā)展的路徑。本文在第二章認(rèn)為社會(huì)主義協(xié)商民主雖然經(jīng)歷了60多年的探索和發(fā)展,取得了巨大的進(jìn)步,但是社會(huì)主義協(xié)商民主的制度化在實(shí)踐中還存在著許多問(wèn)題,如協(xié)商民主形式發(fā)展不夠完善、協(xié)商體系和機(jī)制不夠健全、協(xié)商民主制度化的保障不夠有力等。本著“推進(jìn)協(xié)商民主廣泛多層制度化發(fā)展”的宗旨,文章又分別探討了如何推進(jìn)社會(huì)主義協(xié)商民主制度化發(fā)展。第三章提出要加強(qiáng)社會(huì)主義協(xié)商民主制度化的頂層設(shè)計(jì),進(jìn)一步完善人民代表大會(huì)制度中的協(xié)商體系,堅(jiān)持協(xié)商民主與選舉民主相結(jié)合,同時(shí)發(fā)展以政協(xié)為主體的政治協(xié)商制度,完善專(zhuān)題協(xié)商、對(duì)口協(xié)商、界別協(xié)商、提案辦理協(xié)商等制度,特別是要充分發(fā)揮黨在政協(xié)中的作用。第四章從社會(huì)主義協(xié)商民主制度化的發(fā)展著力點(diǎn)入手,首先分析了政府治理中的協(xié)商民主制度,認(rèn)為完善政府協(xié)商民主的制度化建設(shè),需要完善政府的協(xié)商決策保障機(jī)制,健全政府信息公開(kāi)制度,規(guī)范決策聽(tīng)證制度等等；其次指出要建構(gòu)基層協(xié)商民主制度,要積極發(fā)展社會(huì)組織協(xié)商,培育公民協(xié)商,創(chuàng)新基層民主協(xié)商形式,保障基層協(xié)商民主朝著制度化方向發(fā)展。
[Abstract]:The 18 National Congress of the Communist Party of China proposed to "improve the socialist consultative democracy system", on the basis of which the third Plenary session of the 18 CPC Central Committee stressed the need to "promote the extensive and multi-level institutional development of deliberative democracy". These are the major innovations in the theory of socialist deliberative democracy by the Communist Party of China, and point out the direction for the further development of socialist democratic politics in China, along with the deepening of the political system reform in our country. In the course of the development of socialist consultative democracy, we should know how to understand its basic nature. How to look at its problems in the process of development, and how to let it keep up with the times in its own dynamic process. It is a theoretical and practical problem that must be answered in the development of socialist consultative democracy. This paper studies socialist consultative democracy from the perspective of "institutionalization". On the basis of defining the connotation and reviewing the course of socialist consultative democracy system and socialist consultative democracy institutionalization. In the second chapter, the author thinks that the socialist consultative democracy has made great progress after more than 60 years of exploration and development. However, there are still many problems in the practice of the institutionalization of socialist consultative democracy, such as the imperfect development of the democratic form of consultation, the imperfect system and mechanism of consultation. The guarantee of the institutionalization of deliberative democracy is not strong enough, etc., in line with the purpose of "promoting the extensive and multi-layer institutionalization development of deliberative democracy". The article also discusses how to promote the development of socialist consultative democracy institutionalization. The third chapter proposes to strengthen the top level design of socialist consultative democracy institutionalization. We will further improve the consultation system in the system of people's congresses, adhere to the combination of democracy in consultation and democracy in elections, and at the same time develop a system of political consultation with the CPPCC as the main body, and perfect the special consultations, corresponding consultations, and sector consultations. It is necessary to give full play to the role of the party in the CPPCC. Chapter 4th begins with the development of socialist consultative democracy and analyzes the consultative democracy in government governance. In order to perfect the systematization construction of government consultation democracy, it is necessary to perfect the mechanism of government consultation and decision making, to perfect the system of government information disclosure, to standardize the system of decision hearing, and so on. Secondly, it points out that we should construct the democratic system of grass-roots consultation, actively develop social organization consultation, cultivate citizen consultation, innovate the form of grass-roots democratic consultation, and ensure that grass-roots consultative democracy develops towards the direction of institutionalization.
