【摘要】：基層群眾自治制度是我國的一項基本政治制度,村居委選舉是這一制度的核心內容。以往村居委選舉研究集中于選舉過程或個人層次的分析,忽略了社區(qū)自身特征的影響。文章認為,在城鎮(zhèn)化背景下,大量農業(yè)人口向城鎮(zhèn)遷移,導致了社區(qū)異質性的增強,因而會對農村和城市基層民主實踐產生不利影響。通過"中國綜合社會調查"(CGSS2010)數(shù)據(jù)分析發(fā)現(xiàn),社區(qū)異質性的增加,顯著降低了民眾參與村居委選舉的積極性。但異質性對民眾選舉參與的作用方式和影響力并不一致。在農村社區(qū),教育異質性較為顯著;而在城市社區(qū),社會經濟地位異質性較為顯著。社區(qū)異質性對農村居民參與村委選舉的影響超過對城市居民參與居委選舉的影響。這些研究發(fā)現(xiàn)對城鎮(zhèn)化背景下改善中國基層民主實踐具有非常重要的參考價值。
[Abstract]:The grass-roots mass autonomy system is a basic political system in our country, and the election of village housing committee is the core content of this system. In the past, the study of village resident committee election focused on the analysis of election process or individual level. Ignore the impact of the community's own characteristics. The article believes that in the context of urbanization, a large number of agricultural population to urban migration, resulting in the enhancement of community heterogeneity. This will have a negative impact on the rural and urban grass-roots democratic practice. Through the data analysis of China Comprehensive Social Survey (CGSS 2010), it is found that the community heterogeneity increases. It has significantly reduced the enthusiasm of the people to participate in the village committee election, but the heterogeneity has not the same function and influence to the popular election participation. In the rural community, the education heterogeneity is more remarkable; And in the city community. The influence of community heterogeneity on rural residents' participation in village committee elections is more than that on urban residents' participation in neighborhood committee elections. These studies have found that it can improve the grass-roots people in China under the background of urbanization. The main practice has very important reference value.
