【摘要】：21世紀(jì)以來,世界人口老齡化形式日益嚴(yán)峻,中國(guó)也于1999年進(jìn)入老齡化社會(huì)。與發(fā)達(dá)國(guó)家不同,中國(guó)正處于經(jīng)濟(jì)發(fā)展階段,“未富先老”問題突出,而且農(nóng)村人口所占比例偏高,因此農(nóng)村老齡化問題更為嚴(yán)重。黑龍江省是農(nóng)業(yè)大省,于2005年步入老齡化社會(huì),并呈現(xiàn)出老年人口基數(shù)大、增速快、家庭日益空巢化等現(xiàn)象。黑龍江省農(nóng)村的經(jīng)濟(jì)發(fā)展水平不高且不均衡,老年人儲(chǔ)蓄水平很低；再加上子女經(jīng)濟(jì)供養(yǎng)能力的下降及養(yǎng)老保險(xiǎn)金的不足,黑龍江省農(nóng)村老年人養(yǎng)老的經(jīng)濟(jì)來源問題亟待解決。本文首先在大量文獻(xiàn)收集及數(shù)據(jù)整理的基礎(chǔ)上,分析了黑龍江省農(nóng)村人口老齡化狀況及其發(fā)展趨勢(shì)、農(nóng)村老年人養(yǎng)老的狀況、農(nóng)村老年人養(yǎng)老的經(jīng)濟(jì)來源現(xiàn)狀及問題。其次,基于對(duì)黑龍江省農(nóng)村老年人的調(diào)研數(shù)據(jù),對(duì)其養(yǎng)老的經(jīng)濟(jì)來源調(diào)研結(jié)果進(jìn)行了交叉影響分析；利用平均值法、眾數(shù)法根據(jù)實(shí)際情況得出現(xiàn)今黑龍江省農(nóng)村老年人養(yǎng)老的經(jīng)濟(jì)來源結(jié)構(gòu)。再次,利用擴(kuò)展線性支出模型,測(cè)算出符合黑龍江省農(nóng)村老年人的最低及基本生活保障需求;借鑒國(guó)內(nèi)外成功的養(yǎng)老經(jīng)驗(yàn),結(jié)合對(duì)黑龍江省農(nóng)村老年人的調(diào)研數(shù)據(jù),確定各項(xiàng)主要養(yǎng)老經(jīng)濟(jì)來源的合理數(shù)額;根據(jù)各項(xiàng)經(jīng)濟(jì)來源的合理數(shù)額及實(shí)際情況,得出黑龍江省農(nóng)村老年人合理的養(yǎng)老經(jīng)濟(jì)來源結(jié)構(gòu)。最后,結(jié)合以上研究,提出保障黑龍江省農(nóng)村老年人養(yǎng)老經(jīng)濟(jì)來源的對(duì)策：確立合理的養(yǎng)老模式及其經(jīng)濟(jì)來源供養(yǎng)體系、提升各層次經(jīng)濟(jì)來源的供給能力。
[Abstract]:Since 21th century, the aging of the world population has become increasingly severe, and China has entered an aging society in 1999. Unlike the developed countries, China is in the stage of economic development, and the problem of "getting old before getting rich" is prominent. And the proportion of rural population is on the high side, so the problem of rural aging is more serious. Heilongjiang Province is a large agricultural province, in 2005 into an aging society, and presents a large number of elderly population, rapid growth. The level of rural economic development in Heilongjiang Province is not high and uneven, and the level of old people's savings is very low; In addition, with the decline of the ability of economic support of children and the shortage of pension insurance, the source of rural elderly pension in Heilongjiang Province needs to be solved. Firstly, this paper is based on a large number of literature collection and data collation. This paper analyzes the aging status and development trend of the rural population in Heilongjiang Province, the status of old-age care in rural areas, the current situation and problems of the economic resources of the elderly in rural areas. Based on the investigation data of the rural elderly in Heilongjiang Province, the cross-influence analysis of the economic sources of the aged is carried out. Using the average method, the mode method according to the actual situation to get the current rural elderly pension in Heilongjiang Province, the economic source structure. Thirdly, the use of extended linear expenditure model. The calculation meets the minimum and basic living security needs of the rural elderly in Heilongjiang Province. Draw lessons from the successful pension experience at home and abroad, combined with the investigation data of the rural elderly in Heilongjiang Province, determine the reasonable amount of the main sources of the old-age economy; According to the reasonable amount of economic sources and the actual situation of Heilongjiang Province, the rural elderly reasonable source structure of old-age economy. Finally, combined with the above research. The paper puts forward some countermeasures to ensure the old-age economic resources of the rural elderly in Heilongjiang Province: to establish a reasonable old-age support model and its economic support system, and to enhance the supply capacity of the economic sources at all levels.
