【摘要】：澳大利亞與南太平洋地區(qū)島國因地理位置上的相近性,雙邊關(guān)系十分密切。由于雙方在發(fā)展水平上所存在的巨大差距,澳大利亞一直是南太平洋地區(qū)島國最大的援助方。澳大利亞認為,自身的援助對于南太平洋地區(qū)島國的發(fā)展與穩(wěn)定以及自身的安全至關(guān)重要。本文從對澳大利亞對外援助的源起與發(fā)展歷史進行探究的基礎(chǔ)上,挖掘澳大利亞對外援助的主要機制與方式。通過國際關(guān)系學三大理論,結(jié)合澳大利亞所公布的官方對外援助文件,對對外援助的核心議題——援助動機進行了深入分析,并探究了影響對南太地區(qū)國家援助的現(xiàn)實影響因素。在此基礎(chǔ)上,對澳大利亞援助南太地區(qū)的效果進行評估與分析,指出澳大利亞對南太地區(qū)援助所存在的不足與主客觀因素。本文認為,雖然受域外國家、金融危機以及國內(nèi)經(jīng)濟下滑等因素的影響,援助所占澳大利亞援助總額比重減少,但南太平洋地區(qū)將始終是澳大利亞援助的重點地區(qū)。澳大利亞對南太地區(qū)國家的援助既有可以借鑒的經(jīng)驗,也存在值得吸取的教訓。通過研究澳大利亞對南太地區(qū)國家的援助,可以為中國對外援助提供有益啟示。
[Abstract]:Due to its proximity to the South Pacific island countries, Australia has very close bilateral relations, due to the huge gap in the level of development between the two countries. Australia has been the largest donor of aid to island nations in the South Pacific region. Australia believes. Its own assistance is very important for the development and stability of the South Pacific island countries as well as its own security. This paper explores the origin and development history of Australia's foreign aid. Explore the main mechanisms and methods of Australia's foreign aid. Through the three theories of international relations, combined with the official foreign aid documents published by Australia. In this paper, the core topic of foreign aid, aid motivation, is analyzed in depth, and the realistic factors that affect the state aid to the South Pacific region are explored. This paper evaluates and analyzes the effectiveness of Australia's aid to the South Pacific region, and points out the shortcomings and subjective and objective factors of Australia's aid to the South Pacific region. As a result of the financial crisis and the decline in the domestic economy, the share of aid in total aid in Australia has decreased. However, the South Pacific region will always be the key area of Australia's assistance. Australia's assistance to countries in the South Pacific region can be used for reference. There are also lessons to be learned. The study of Australia's aid to countries in the South Pacific region can provide useful inspiration for China's foreign aid.
