【摘要】：社會動(dòng)員是引導(dǎo)村民參與社區(qū)建設(shè)的有效途徑,動(dòng)員方法能夠反映農(nóng)村社區(qū)的結(jié)構(gòu)性特質(zhì)。通過對江西省9個(gè)村的實(shí)地調(diào)研發(fā)現(xiàn),當(dāng)前農(nóng)村社區(qū)建設(shè)主要采用行政動(dòng)員、項(xiàng)目動(dòng)員、能人動(dòng)員和自組織動(dòng)員四種動(dòng)員方法。同時(shí)發(fā)現(xiàn)社區(qū)社會動(dòng)員存在社會動(dòng)員思路不清晰;社會動(dòng)員方法欠缺主次;動(dòng)員能力弱、難以形成持續(xù)性的合力;動(dòng)員結(jié)果停留于表象,難以促進(jìn)村民的價(jià)值觀以及社區(qū)結(jié)構(gòu)的改變;社會動(dòng)員欠制度化等問題。要提升農(nóng)村社區(qū)的社會動(dòng)員能力,應(yīng)該理順動(dòng)員思路、加強(qiáng)動(dòng)員的制度建設(shè)與機(jī)制建設(shè)、培育多元?jiǎng)訂T主體、注重動(dòng)員中共同文化觀念的塑造。
[Abstract]:Social mobilization is an effective way to guide villagers to participate in community construction. Mobilization methods can reflect the structural characteristics of rural communities. At present, the rural community construction mainly adopts four kinds of mobilization methods: administrative mobilization, project mobilization, capable person mobilization and self-organization mobilization. At the same time, it is found that there is not clear idea of social mobilization in community social mobilization. The social mobilization method lacks the primary and secondary; The mobilization ability is weak, it is difficult to form the sustained resultant force; The result of mobilization stays in appearance, and it is difficult to promote the change of villagers' values and community structure; In order to improve the social mobilization ability of rural communities, we should straighten out the mobilization ideas, strengthen the system construction and mechanism construction of mobilization, and cultivate pluralistic mobilization subjects. Pay attention to the molding of common cultural concept in mobilization.
