【摘要】：英國(guó)于1772年開始第一次南極探險(xiǎn),在1908年率先對(duì)南極提出領(lǐng)土要求。英國(guó)參與南極治理先后分為三個(gè)階段,均以謀求在南極的領(lǐng)土主權(quán)為主線,不斷增強(qiáng)英國(guó)在南極的實(shí)質(zhì)性存在。近年來,英國(guó)在《南極條約》的框架下積極參與南極事務(wù)治理,多次以官方名義出臺(tái)有關(guān)南極的綱領(lǐng)性文件,在科學(xué)研究、環(huán)境保護(hù)以及制度供給等各方面積極行動(dòng),形成了較為科學(xué)完備的南極政策體系。英國(guó)參與南極治理的實(shí)踐對(duì)我國(guó)參與南極事務(wù),維護(hù)我國(guó)在南極地區(qū)的國(guó)家利益具有一定的借鑒價(jià)值。
[Abstract]:Britain began its first Antarctic expedition in 1772 and took the lead in making territorial claims to the Antarctic in 1908. Britain's participation in Antarctic governance has been divided into three stages, both in order to seek the territorial sovereignty of the Antarctic as the main line, and to constantly enhance the substantive existence of Britain in the Antarctic. In recent years, the British actively participate in Antarctic affairs management in the framework of the "Antarctic Treaty" by repeatedly issued a programmatic document related to the official name of the Antarctic, active in all aspects of scientific research, environmental protection and system supply, formed a relatively complete system of Antarctic policy. The practice of British participation in Antarctic governance has a certain reference value for our country to participate in the Antarctic affairs and safeguard our country's national interests in the Antarctic.
