試論新時(shí)期公安院校的職業(yè)道德教育

【摘要】:當(dāng)前公安院校的職業(yè)道德教育中面臨著許多新的問題:部分公安院校在指導(dǎo)思想上存在偏差,職業(yè)道德教育未被放在應(yīng)有的位置加以重視;職業(yè)道德教育的內(nèi)容簡(jiǎn)單化,一些公安院校的德育工作者把職業(yè)道德內(nèi)容簡(jiǎn)單的理解為公安部頒布的《人民警察職業(yè)道德規(guī)范》所規(guī)定的八項(xiàng)內(nèi)容;職業(yè)道德教育的方式、方法單一化;職業(yè)道德教育環(huán)境的封閉化。原因是多方面的,既有學(xué)校領(lǐng)導(dǎo)思想上不夠重視,行動(dòng)上不夠支持的原因;也有學(xué)校德育工作者主觀上消極對(duì)待,教學(xué)方法落后等因素;還有就是公安院校學(xué)生受各種消極因素的影響,從而導(dǎo)致職業(yè)道德教育實(shí)效性差。而在新時(shí)期復(fù)雜嚴(yán)峻的國際形勢(shì)、改革開放和經(jīng)濟(jì)建設(shè)以及目前人民警察隊(duì)伍的現(xiàn)狀都迫切要求公安院校加強(qiáng)職業(yè)道德教育。此外,公安院校自身的特性、公安教育自身的特征也要求必須加強(qiáng)學(xué)生的職業(yè)道德教育,公安院校職業(yè)道德教育可以使公安院校的學(xué)生及早實(shí)現(xiàn)角色轉(zhuǎn)換,樹立警察意識(shí);可以使公安院校的學(xué)生更好地適應(yīng)公安工作發(fā)展的需要,履行好自己的職責(zé);可以使公安院校的學(xué)生明確人民警察基本的行為善惡標(biāo)準(zhǔn),正確地進(jìn)行行為選擇。況且在新時(shí)期黨中央和國務(wù)院提出了建設(shè)社會(huì)主義和諧社會(huì)的任務(wù),,因此,公安院校必須圍繞和諧理念加強(qiáng)職業(yè)道德教育,在職業(yè)道德教育中以“三個(gè)代表”重要思想為指導(dǎo),加強(qiáng)社會(huì)主義和諧社會(huì)理念的教育,特別是教育學(xué)生在執(zhí)法實(shí)踐中必須圍繞構(gòu)建和諧對(duì)公安工作的新要求進(jìn)行,以適應(yīng)當(dāng)前社會(huì)發(fā)展的需求。這些新要求是:“以人為本”、“依法行政”、“公平與效率的統(tǒng)一”、“秩序與自由的統(tǒng)一”等等。同時(shí),公安院校在加強(qiáng)警察職業(yè)道德教育在內(nèi)容上必須樹立幾個(gè)科學(xué)的觀念:正確的生死觀、正確的義利觀、正確的榮辱觀以及正確的價(jià)值觀等,特別是要求學(xué)生充分理解新時(shí)期以“八榮八恥”為主要內(nèi)容的社會(huì)主義榮辱觀,使他們成為社會(huì)主義榮辱觀的模范實(shí)踐者和積極推動(dòng)者。此外,針對(duì)當(dāng)前職業(yè)道德教育實(shí)效性差的問題,公安院校必須結(jié)合公安工作和公安院校大學(xué)生的特點(diǎn),采取多種方法和途徑進(jìn)行:把職業(yè)道德教育作為新生入學(xué)教育的重點(diǎn),踏入警校,穿上警裝,就意味承擔(dān)起黨和人民賦予我們公安干警執(zhí)行專政任務(wù)的神圣職責(zé)和使命,這是我們對(duì)學(xué)生進(jìn)行職業(yè)道德教育的最好時(shí)機(jī);在教學(xué)方法上結(jié)合警察職業(yè)特點(diǎn)突出采取案例教學(xué)法;根據(jù)學(xué)生不同的學(xué)年階段特點(diǎn)進(jìn)行有重點(diǎn)的職業(yè)道德教育;將職業(yè)道德教育寓于公安院校的日常管理中以及將職業(yè)道德教育融入到校園文化建設(shè)和社會(huì)實(shí)踐活動(dòng)中,以提高公安院校職業(yè)道德教育的針對(duì)性和實(shí)效性。
[Abstract]:At present, there are many new problems in the professional ethics education of public security colleges and universities: some public security colleges and universities have deviations in their guiding ideology, and the professional ethics education has not been attached importance to; The content of professional ethics education is simplified, some moral education workers in public security colleges and universities simply understand the content of professional ethics as the eight contents stipulated in "people's Police Professional Ethics Standard" promulgated by the Ministry of Public Security; The way and method of professional ethics education is single and the environment of professional ethics education is closed. There are many reasons, such as the school leaders do not pay enough attention to the thought, the action is not enough support, the school moral education workers have the subjective negative treatment, the teaching method is backward and so on. There is also the public security college students affected by various negative factors, resulting in poor effectiveness of professional ethics education. In the new era, the complex and severe international situation, the reform, opening up and economic construction, and the present situation of the people's police force urgently require public security colleges and universities to strengthen professional ethics education. In addition, the characteristics of public security colleges and universities and the characteristics of public security education also require strengthening students' professional ethics education, which can make the students of public security colleges realize the change of role as soon as possible and set up the police consciousness. It can make the students of public security colleges better adapt to the needs of the development of public security work and fulfill their own duties, and can make the students of public security colleges clear the basic standards of good and evil behavior of the people's police, and make the behavior choices correctly. Moreover, in the new period, the CPC Central Committee and the State Council have put forward the task of building a harmonious socialist society. Therefore, public security colleges and universities must strengthen the education of professional ethics around the concept of harmony and be guided by the important thought of "three represents" in the education of professional ethics. In order to meet the needs of the current social development, it is necessary to strengthen the education of the concept of socialist harmonious society, especially to educate the students in the practice of law enforcement, which must revolve around the new requirements of constructing harmony to the public security work. These new requirements are: "people-oriented", "administration according to law", "the unity of fairness and efficiency", "unity of order and freedom" and so on. At the same time, in strengthening police professional ethics education, public security colleges and universities must set up several scientific concepts: correct outlook on life and death, correct view of righteousness and profit, correct view of honor and disgrace, and correct values, etc. In particular, students are required to fully understand the socialist concept of honor and disgrace with "eight honors and eight disgraces" as the main content in the new period, so that they can become the model practitioners and active promoters of the socialist concept of honor and disgrace. In addition, in view of the problem of poor effectiveness of professional ethics education at present, public security colleges and universities must take various methods and approaches to combine the characteristics of public security work and students in public security colleges and universities: regarding professional ethics education as the key point of freshmen's entrance education, Stepping into a police academy and putting on a police suit means taking on the sacred duties and missions entrusted by the Party and the people to our police officers to carry out the tasks of dictatorship, which is the best time for us to carry out the professional ethics education for our students; In combination with the professional characteristics of the police, the case teaching method should be adopted in teaching methods, and the key professional ethics education should be carried out according to the characteristics of the students in different school years. In order to improve the pertinence and effectiveness of professional ethics education in public security colleges and universities, the professional ethics education should be integrated into the campus culture construction and social practice activities in order to improve the pertinence and effectiveness of the professional ethics education in public security colleges and universities.
