環(huán)境群體性事件中風險溝通方式研究

【摘要】：本文在對環(huán)境群體性事件產(chǎn)生的原因和對策進行綜述的基礎上,分析了在環(huán)境群體性事件中進行風險溝通的必要性。本文選取了近幾年來幾起產(chǎn)生過重要影響的環(huán)境群體性事件,從風險溝通的角度分析了在環(huán)境群體性事件的不同階段：項目政策出臺之前的風險評估；項目政策出臺后的危機顯露期、危機期以及緩解期中的溝通時間、溝通內(nèi)容、溝通對象和溝通方式的表現(xiàn)與變化。一方面借助風險溝通來分析環(huán)境群體性事件的形成原因,另一方面通過環(huán)境群體性事件中的風險溝通來觀察我國在重大項目建設環(huán)境影響評價中存在的問題。 本文在案例分析的基礎上,發(fā)現(xiàn)環(huán)境群體性事件中的風險溝通存在著溝通不及時、溝通內(nèi)容不對稱、溝通對象角色錯位、溝通方式不合理的問題,并從法律、政策和意識三個方面分析了這些問題存在的原因。文章最后針對這些問題和原因提出相應的解決對策來完善我國的風險溝通方式。
[Abstract]:On the basis of summarizing the causes and countermeasures of environmental group events, this paper analyzes the necessity of risk communication in environmental group events. This paper selects several environmental group events which have had important influence in recent years, and analyzes the different stages of environmental group events from the angle of risk communication: the risk assessment before the project policy is issued; The communication time, content, object and mode of communication in the crisis period, crisis period and mitigation period after the project policy was issued. On the one hand, by means of risk communication to analyze the formation reasons of environmental group events, on the other hand, through the risk communication of environmental group events to observe the problems existing in the environmental impact assessment of major project construction in China. On the basis of case analysis, this paper finds out that there are some problems in risk communication in environmental mass events, such as communication is not timely, communication content is asymmetric, communication object role is misplaced, communication mode is unreasonable. The reasons of these problems are analyzed in three aspects of policy and consciousness. Finally, the paper puts forward the corresponding solutions to these problems and reasons to improve our risk communication.
