【摘要】：本文在對(duì)環(huán)境群體性事件產(chǎn)生的原因和對(duì)策進(jìn)行綜述的基礎(chǔ)上,分析了在環(huán)境群體性事件中進(jìn)行風(fēng)險(xiǎn)溝通的必要性。本文選取了近幾年來(lái)幾起產(chǎn)生過(guò)重要影響的環(huán)境群體性事件,從風(fēng)險(xiǎn)溝通的角度分析了在環(huán)境群體性事件的不同階段：項(xiàng)目政策出臺(tái)之前的風(fēng)險(xiǎn)評(píng)估；項(xiàng)目政策出臺(tái)后的危機(jī)顯露期、危機(jī)期以及緩解期中的溝通時(shí)間、溝通內(nèi)容、溝通對(duì)象和溝通方式的表現(xiàn)與變化。一方面借助風(fēng)險(xiǎn)溝通來(lái)分析環(huán)境群體性事件的形成原因,另一方面通過(guò)環(huán)境群體性事件中的風(fēng)險(xiǎn)溝通來(lái)觀察我國(guó)在重大項(xiàng)目建設(shè)環(huán)境影響評(píng)價(jià)中存在的問(wèn)題。 本文在案例分析的基礎(chǔ)上,發(fā)現(xiàn)環(huán)境群體性事件中的風(fēng)險(xiǎn)溝通存在著溝通不及時(shí)、溝通內(nèi)容不對(duì)稱(chēng)、溝通對(duì)象角色錯(cuò)位、溝通方式不合理的問(wèn)題,并從法律、政策和意識(shí)三個(gè)方面分析了這些問(wèn)題存在的原因。文章最后針對(duì)這些問(wèn)題和原因提出相應(yīng)的解決對(duì)策來(lái)完善我國(guó)的風(fēng)險(xiǎn)溝通方式。
[Abstract]:On the basis of summarizing the causes and countermeasures of environmental group events, this paper analyzes the necessity of risk communication in environmental group events. This paper selects several environmental group events which have had important influence in recent years, and analyzes the different stages of environmental group events from the angle of risk communication: the risk assessment before the project policy is issued; The communication time, content, object and mode of communication in the crisis period, crisis period and mitigation period after the project policy was issued. On the one hand, by means of risk communication to analyze the formation reasons of environmental group events, on the other hand, through the risk communication of environmental group events to observe the problems existing in the environmental impact assessment of major project construction in China. On the basis of case analysis, this paper finds out that there are some problems in risk communication in environmental mass events, such as communication is not timely, communication content is asymmetric, communication object role is misplaced, communication mode is unreasonable. The reasons of these problems are analyzed in three aspects of policy and consciousness. Finally, the paper puts forward the corresponding solutions to these problems and reasons to improve our risk communication.
