勞教場(chǎng)所突發(fā)性事件預(yù)防研究

【摘要】: 危機(jī)管理作為一門新興而實(shí)用的學(xué)科近年來廣泛被國內(nèi)的專家學(xué)者研究。危機(jī)管理是指為了預(yù)防危機(jī)的發(fā)生,應(yīng)付各種可能出現(xiàn)的危機(jī)情境,減輕危機(jī)損害,盡早從危機(jī)中恢復(fù)過來,所進(jìn)行的信息收集與分析、問題決策與預(yù)防計(jì)劃制訂、責(zé)任落實(shí)、危機(jī)化解處理、經(jīng)驗(yàn)總結(jié)與調(diào)整的管理過程。它適用于企業(yè)、政府、社會(huì)團(tuán)體等各個(gè)部門。事實(shí)證明,危機(jī)無處不在,學(xué)會(huì)如何認(rèn)識(shí)危機(jī),處理危機(jī),減少危機(jī)帶來的損失已成為一個(gè)單位或部門能否保持良好發(fā)展勢(shì)頭的一個(gè)關(guān)鍵要素。 本文重點(diǎn)對(duì)危機(jī)管理中的預(yù)防理論加以闡述,并通過對(duì)勞教場(chǎng)所突發(fā)性事件與危機(jī)的比較,尋找二者之間的共通點(diǎn),抓住二者的共性,從而借鑒危機(jī)預(yù)防中的原則、危機(jī)預(yù)防的內(nèi)容對(duì)勞教場(chǎng)所突發(fā)性事件的預(yù)防進(jìn)行了一次理論梳理與實(shí)踐探索。通過對(duì)我國勞教場(chǎng)所突發(fā)性事件預(yù)防現(xiàn)狀分析,對(duì)國內(nèi)當(dāng)前在場(chǎng)所突發(fā)性事件預(yù)防上所采取的普遍做法進(jìn)行總結(jié),分析當(dāng)前在勞教場(chǎng)所突發(fā)事件預(yù)防工作中存在的不足,并在此基礎(chǔ)上探索在場(chǎng)所突發(fā)性事件的預(yù)防上我們應(yīng)該怎樣去做。 通過對(duì)理論根據(jù)的適用性研究及對(duì)研究主體——?jiǎng)诮虉?chǎng)所突發(fā)性事件預(yù)防的現(xiàn)狀分析,本文重點(diǎn)闡述了作者在勞教場(chǎng)所突發(fā)性事件預(yù)防方面的觀念及主張。認(rèn)為要想使突發(fā)性事件預(yù)防走上良性發(fā)展的勢(shì)頭,最關(guān)鍵的是從制度的源頭上解決場(chǎng)所突發(fā)性事件的誘因,并通過制度的建立與完善構(gòu)建勞教場(chǎng)所突發(fā)事件預(yù)防體系。文中筆者聯(lián)系自身在勞教場(chǎng)所的工作實(shí)踐,對(duì)勞教制度中存在的問題進(jìn)行了反思與叩問,并進(jìn)行了大膽的理論探索,提出了對(duì)勞教制度改良與改革的建議。此外,文中還以危機(jī)預(yù)防的構(gòu)架搭建了在現(xiàn)行制度下我們?nèi)绾芜M(jìn)行場(chǎng)所突發(fā)性事件預(yù)防的預(yù)防體系,從人員培訓(xùn)、組織機(jī)構(gòu)保障到突發(fā)性事件風(fēng)險(xiǎn)評(píng)估系統(tǒng)、量表分析系統(tǒng)、信息收集分析系統(tǒng)、決策知識(shí)支持系統(tǒng),突發(fā)性事件預(yù)警警報(bào)系統(tǒng)、分別闡述了這些操作系統(tǒng)的內(nèi)容、可行性及操作方法。全文本著理論聯(lián)系實(shí)際的原則,強(qiáng)調(diào)實(shí)際可操作性和具體的社會(huì)效益,旨在通過對(duì)場(chǎng)所突發(fā)性事件的分析研究及預(yù)防措施的闡述能對(duì)我們的實(shí)際工作有所啟發(fā)。使我們?cè)趧诮坦ぷ髦袑?duì)場(chǎng)所突發(fā)性事件的認(rèn)識(shí)更深刻,應(yīng)對(duì)更從容,處理更有效。
[Abstract]:As a new and practical discipline, crisis management has been widely studied by domestic experts and scholars in recent years. Crisis management refers to the collection and analysis of information, problem decision-making and prevention planning, responsibility implementation, in order to prevent the occurrence of a crisis, to cope with various possible crisis situations, to mitigate the damage of a crisis, to recover from the crisis as soon as possible, Crisis resolution, experience summary and adjustment of the management process. It applies to enterprises, governments, social groups and other departments. It has been proved that crisis is everywhere. Learning how to understand crisis, deal with crisis and reduce the loss caused by crisis has become a key factor for a unit or department to maintain a good development momentum. This paper focuses on the theory of prevention in crisis management, and through the comparison of sudden events and crises in places of re-education through labor, to find the common points between the two, to grasp the commonness of the two, so as to draw lessons from the principles of crisis prevention. The content of crisis prevention makes a theoretical and practical exploration on the prevention of sudden incidents in reform-through-labor facilities. Based on the analysis of the current situation of the prevention of sudden incidents in the places of re-education through labor in our country, this paper summarizes the general methods adopted in the prevention of sudden incidents in the places of re-education through labor, and analyzes the shortcomings of the prevention of sudden incidents in the places of re-education through labour. On the basis of this, we explore how to prevent the sudden events in the place. Based on the study of the applicability of the theoretical basis and the analysis of the present situation of the prevention of sudden incidents in the place of re-education through labour, this paper focuses on the author's ideas and propositions on the prevention of sudden incidents in the places of re-education through labour. It is considered that in order to make the prevention of sudden events go into the momentum of benign development, the most important thing is to solve the inducement of sudden incidents in place from the source of the system, and to construct the prevention system of sudden incidents in places of reeducation through labor through the establishment and perfection of the system. In this paper, in connection with my own work practice in reeducation through labour, the author reflects on the problems existing in the system of re-education through labor, and makes a bold theoretical exploration, and puts forward some suggestions for the improvement and reform of the system of re-education through labour. In addition, the paper also sets up the prevention system of how to prevent the sudden event in the place under the current system, from personnel training, organization guarantee to the risk assessment system of sudden event, the scale analysis system. The information collection and analysis system, the decision knowledge support system and the warning and warning system of sudden events are introduced. The contents, feasibility and operation methods of these operating systems are described respectively. The whole text combines the principle of theory with practice and emphasizes the practical maneuverability and concrete social benefit. The purpose of this paper is to enlighten our practical work through the analysis and study of the sudden events in the place and the elaboration of the preventive measures. It makes us know more about the sudden events of place in the work of reeducation through labor, so that we can deal with them more easily and effectively.
