廣州市出租屋管理體制研究

【摘要】: 出租屋管理問題已經(jīng)成為了廣州市城市建設(shè)與發(fā)展的關(guān)鍵問題,而目前廣州市出租屋管理工作必須堅持以政府為主導(dǎo),因此,出租屋管理體制是否合理完善是影響出租屋管理工作能否有效開展的核心所在。本文立足于出租屋管理體制研究,采用了定性和定量相結(jié)合的實證分析法、數(shù)理統(tǒng)計分析法,通過大量的實地調(diào)查、調(diào)研訪談、資料搜集和分析,重點從法律規(guī)章制度、管理機(jī)構(gòu)、管理員隊伍、部門協(xié)作機(jī)制、管理方法五個方面對目前廣州市出租屋管理體制的現(xiàn)狀進(jìn)行分析,并提出目前廣州市出租屋管理體制存在的問題主要體現(xiàn)在五個方面:法律規(guī)章制度滯后、管理機(jī)構(gòu)缺乏權(quán)威性、管理員隊伍素質(zhì)偏低、缺乏有效的部門協(xié)作機(jī)制、管理方法仍未向服務(wù)型管理和信息化管理轉(zhuǎn)變。最后,借鑒國內(nèi)其他城市出租屋管理體制方面的成功經(jīng)驗,創(chuàng)新性提出完善出租屋管理體制的模式設(shè)計——建立“五個一”工程,,即一套制度:建立一套執(zhí)行性強的出租屋管理法規(guī)制度;一個機(jī)構(gòu):建立一個權(quán)威性的出租屋管理機(jī)構(gòu);一支隊伍:建設(shè)一支完善的出租屋管理員隊伍;一套機(jī)制:建立一套科學(xué)的出租屋管理部門協(xié)作機(jī)制;一套方法:建立一套“服務(wù)型”和“信息化”出租屋管理方法。
[Abstract]:The management of rental housing has become a key issue in the urban construction and development of Guangzhou. At present, the management of rental housing in Guangzhou must be led by the government, so, Whether the management system of rental housing is reasonable or not is the core of whether the management of rental housing can be carried out effectively. Based on the study of the management system of rental housing, this paper adopts the empirical analysis method combining qualitative and quantitative analysis, mathematical statistics analysis, through a large number of field investigations, research interviews, data collection and analysis, focusing on the laws and regulations, The present situation of the management system of rental housing in Guangzhou is analyzed from five aspects: management organization, administrators' team, department cooperation mechanism and management method. The paper also points out that the problems existing in the management system of rental housing in Guangzhou are mainly reflected in five aspects: the lag of laws and regulations, the lack of authority of the management organization, the low quality of the administrators, and the lack of effective departmental cooperation mechanism. The management method still has not changed to the service type management and the information management. Finally, drawing lessons from the successful experience of the management system of rental housing in other cities in China, the author innovatively puts forward the mode design of perfecting the management system of rental housing-establishing the "five one" project. That is, a set of system: to establish a strong executive system of management regulations for rental housing; one institution: to establish an authoritative rental housing management agency; one team: to build a complete contingent of house managers; A set of mechanism: to establish a scientific cooperative mechanism of rental housing management departments, a set of methods: to establish a set of "service" and "information" rental housing management methods.
