論強化我國消防部隊信息化建設(shè)途徑

【摘要】： 消防部隊是一支軍事化的現(xiàn)役部隊,是中國人民武裝警察的一個警種,又是一支直接為改革開放和經(jīng)濟建設(shè)服務(wù)的公安執(zhí)法部隊,躋身于改革開放的前沿,肩負著繁重的防火、滅火和社會搶險救援這一保衛(wèi)國家和人民生命財產(chǎn)安全的神圣使命。 在信息化建設(shè)高速發(fā)展的今天,信息技術(shù)貫穿消防部隊的日常管理、通訊聯(lián)絡(luò)、消防業(yè)務(wù)以及滅火作戰(zhàn)、社會救援指揮等方方面面。消防信息化是利用先進可靠、使用有限的現(xiàn)代計算機、網(wǎng)絡(luò)及通信技術(shù)對消防信息進行采集、儲存、處理、分析和挖掘,實現(xiàn)消防信息資源和基礎(chǔ)設(shè)施高程度、高效益的共享與共用的過程,其實質(zhì)是各級公安消防機構(gòu)在各項消防工作實踐活動中對消防信息資源進行廣泛而深入地開發(fā)利用,為防火、滅火、搶險救援、隊伍管理教育、后勤保障等各項工作提供決策性地信息支持。消防信息化建設(shè)地范疇包括通信網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)、信息系統(tǒng)建設(shè)及應(yīng)用、安全保障體系建設(shè)、運行管理體系建設(shè)和標準規(guī)范體系建設(shè)等內(nèi)容。 近幾年,我國消防行業(yè)的信息化建設(shè)有了長足的發(fā)展,各地都新建或改造了消防通信指揮系統(tǒng),開發(fā)應(yīng)用了一批消防信息管理軟件,建起了許多消防專業(yè)網(wǎng)站,開始實施電子政務(wù),消防信息網(wǎng)絡(luò)初步形成。總體上看,我國消防行業(yè)的信息化水平與美國、日本和西歐等發(fā)達國家相比,由于起步較晚,加之綜合實力、基礎(chǔ)研究較弱,我們的差距還很大。首先是在軟件方面,我們?nèi)狈哂凶灾髦R產(chǎn)權(quán)的關(guān)鍵、核心技術(shù);其次,我們在標準化方面差距也很大,美國、日本和西歐等發(fā)達國家在消防監(jiān)督、調(diào)度指揮、電子政務(wù)、內(nèi)部事務(wù)管理、滅火戰(zhàn)術(shù)模擬等各個領(lǐng)域,己逐步建立起較為完善的標準體系,能有效地引導(dǎo)、規(guī)范、整合信息化的過程,達到事半功倍的目的,而我們這方面的工作才剛剛起步,嚴重滯后于信息化的實際進程;由于缺乏數(shù)據(jù)標準,己有的信息也不能得到充分應(yīng)用。所以,在總結(jié)經(jīng)驗和肯定成績的同時,我們更要高度正視信息化工作存在的問題。 本文介紹了國內(nèi)外信息和信息化以及消防發(fā)展的趨勢,分析了消防部隊信息化建設(shè)的現(xiàn)狀,提出了消防部隊信息化建設(shè)的方向和基本思路:認清形勢,解放思想,盡快實現(xiàn)觀念的轉(zhuǎn)變:開拓創(chuàng)新,優(yōu)化資源,構(gòu)建消防部隊綜合信息化系統(tǒng)的;整合平臺,資源共享,實現(xiàn)向科技要警力、要戰(zhàn)斗力的戰(zhàn)略目標;統(tǒng)籌兼顧,協(xié)調(diào)發(fā)展,堅持有所為有所不為;加強管理,務(wù)求實效,提升管理層次和水平;完善機制,培養(yǎng)人才,為消防信息化建設(shè)提供和力支持;消防信息化需要信息化社會支持。
[Abstract]:The fire fighting force is a militarized active force, a police branch of the Chinese people's armed police, and a public security law enforcement force that directly serves the reform, opening up and economic construction. It is in the forefront of reform and opening up and shoulders heavy fire prevention. Fire fighting and social rescue is a sacred mission to protect the life and property of the nation and people. With the rapid development of information construction, information technology runs through the daily management, communication, fire fighting, social rescue command and other aspects of the fire forces. Fire information is to collect, store, process, analyze and excavate fire information by using advanced and reliable, modern computer, network and communication technology, so as to realize the high level of fire information resources and infrastructure. The essence of the process of sharing and sharing with high benefit is the extensive and deep exploitation and utilization of fire information resources by public security fire control organizations at all levels in the practical activities of fire prevention, fire fighting, rescue and rescue, and team management education. Logistic support and other work to provide decision-oriented information support. The scope of fire information construction includes the construction of communication network infrastructure, the construction and application of information system, the construction of safety and security system, the construction of operation management system and the construction of standard and standard system. In recent years, the information construction of fire control industry in our country has made great progress, fire communication command system has been built or reformed all over the country, a batch of fire control information management software has been developed and applied, and many fire control professional websites have been built. Began to implement e-government, fire information network initially formed. On the whole, compared with the developed countries, such as the United States, Japan and Western Europe, the level of informatization in the fire protection industry of our country is relatively weak because of the late start and the weak basic research. First, in software, we lack the key and core technologies that have independent intellectual property rights. Secondly, we also have a big gap in standardization. Developed countries such as the United States, Japan, Western Europe, and other developed countries, such as the United States, Japan, and Western Europe, have developed countries such as fire control supervision, dispatch command, and e-government. Internal affairs management, fire fighting tactics simulation and other fields, have gradually established a relatively perfect standard system, can effectively guide, standardize, integrate the process of information, achieve the goal of twice the result with half the effort. However, our work in this field is just beginning, which lags behind the actual process of informatization seriously. Due to the lack of data standards, the existing information can not be fully applied. Therefore, while summing up experience and affirming achievements, we should face up to the problems in informatization work.
