【摘要】：文章利用江蘇省"十五"期間的面板數(shù)據(jù)對(duì)警力與犯罪問題進(jìn)行實(shí)證研究。與以往文獻(xiàn)不同,我們把一線民警從整體警力中剝離出來,認(rèn)為一線民警的數(shù)量與犯罪率存在雙向因果關(guān)系。通過對(duì)聯(lián)立方程組進(jìn)行三階段最小二乘估計(jì)(3SLS),我們發(fā)現(xiàn),刑事案件以及治安案件案發(fā)數(shù)對(duì)一線民警比重沒有顯著的影響;增加一線民警比重能夠顯著減少刑事案件相對(duì)數(shù),而對(duì)治安案件卻沒有顯著影響;此外,警察總量對(duì)刑事案件以及治安案件的發(fā)生都沒有顯著影響。進(jìn)一步研究發(fā)現(xiàn),在經(jīng)濟(jì)社會(huì)環(huán)境不同的地區(qū)(例如蘇南、蘇北),盡管案發(fā)絕對(duì)數(shù)存在顯著差異,但是警力與犯罪的相互關(guān)系并沒有表現(xiàn)出顯著的差異。
[Abstract]:This paper makes an empirical study on police force and crime by using panel data of Jiangsu Province during the Tenth Five-Year Plan period. Different from the previous literature, we separate the first-line police from the overall police force, and think that the number of first-line police has a two-way causal relationship with the crime rate. Through the three-stage least square estimation (3SLS) of the simultaneous equations, we find that the number of criminal cases and public security cases has no significant impact on the proportion of first-line police officers, and that increasing the proportion of first-line police officers can significantly reduce the relative number of criminal cases. In addition, the total amount of police has no significant influence on criminal cases and the occurrence of public security cases. Further study shows that in the regions with different economic and social environment (such as southern Jiangsu and northern Jiangsu), although there are significant differences in absolute number of cases, there is no significant difference between police force and crime.
