【摘要】：保安服務(wù)業(yè)在我國(guó)是具有廣泛社會(huì)需求和較大發(fā)展?jié)摿Φ男屡d特殊行業(yè)。但其發(fā)展卻帶有濃厚的計(jì)劃經(jīng)濟(jì)色彩,傳統(tǒng)封閉的經(jīng)營(yíng)管理體制已經(jīng)不適應(yīng)形勢(shì)發(fā)展的需要,制約了行業(yè)的發(fā)展。隨著我國(guó)加入WTO和市場(chǎng)經(jīng)濟(jì)的深入,我國(guó)的保安服務(wù)業(yè)即將全面放開(kāi),由公安機(jī)關(guān)壟斷經(jīng)營(yíng)的體制將被打破。目前,中國(guó)政府正在準(zhǔn)備立法,并對(duì)其進(jìn)行全面改革,我國(guó)保安服務(wù)業(yè)將迎來(lái)重要的發(fā)展機(jī)遇期。 面對(duì)新形勢(shì),沈陽(yáng)市保安服務(wù)業(yè)機(jī)遇與挑戰(zhàn)并存,困難與希望同在。制定科學(xué)、系統(tǒng)的行業(yè)發(fā)展戰(zhàn)略,改革現(xiàn)有行政管理體制,建立面對(duì)市場(chǎng)的企業(yè)經(jīng)營(yíng)管理體制,采用商業(yè)運(yùn)行機(jī)制,理順與公安部門(mén)的關(guān)系,營(yíng)造良好的社會(huì)經(jīng)營(yíng)環(huán)境,全面提升發(fā)展速度與競(jìng)爭(zhēng)優(yōu)勢(shì),實(shí)現(xiàn)保安服務(wù)業(yè)的市場(chǎng)化、產(chǎn)業(yè)化和職業(yè)化,是面臨的現(xiàn)實(shí)而緊迫的問(wèn)題。 本文在對(duì)國(guó)內(nèi)外保安服務(wù)文獻(xiàn)查詢、調(diào)研的基礎(chǔ)上,運(yùn)用戰(zhàn)略管理理論和工具,結(jié)合沈陽(yáng)市保安服務(wù)業(yè)的實(shí)際,對(duì)其進(jìn)行系統(tǒng)的發(fā)展戰(zhàn)略研究。希望對(duì)沈陽(yáng)市保安服務(wù)業(yè)的發(fā)展起到一定的參考和幫助作用,同時(shí)也希望對(duì)國(guó)內(nèi)其他城市保安服務(wù)業(yè)的發(fā)展起到一定的啟發(fā)和借鑒作用。 論文首先對(duì)保安服務(wù)業(yè)的相關(guān)文獻(xiàn)進(jìn)行綜述,對(duì)戰(zhàn)略管理理論進(jìn)行概述；對(duì)國(guó)內(nèi)外保安服務(wù)業(yè)的產(chǎn)生與發(fā)展進(jìn)行概述,并對(duì)幾家世界著名的跨國(guó)保安公司進(jìn)行介紹。其次,對(duì)沈陽(yáng)市保安服務(wù)業(yè)的發(fā)展?fàn)顩r進(jìn)行分析,回顧和總結(jié)了其發(fā)展歷程,對(duì)其發(fā)展現(xiàn)狀進(jìn)行綜合分析。再次,對(duì)沈陽(yáng)市保安服務(wù)業(yè)進(jìn)行SWOT分析,明確了其外部機(jī)遇與威脅、內(nèi)部?jī)?yōu)勢(shì)與劣勢(shì)。在此基礎(chǔ)上,提出了沈陽(yáng)市保安服務(wù)業(yè)未來(lái)五年的發(fā)展戰(zhàn)略。最后,提出了發(fā)展戰(zhàn)略實(shí)施的有關(guān)措施。 本文拋磚引玉,嘗試對(duì)國(guó)內(nèi)研究剛剛起步的保安服務(wù)業(yè)發(fā)展戰(zhàn)略進(jìn)行一些思考和探索。
[Abstract]:Security service industry is a new and special industry with wide social demand and great development potential in China. However, its development has a strong color of planned economy, the traditional closed management system has been unable to meet the needs of the development of the situation, restricting the development of the industry. With China's entry into WTO and the deepening of market economy, China's security service industry will soon be fully liberalized, and the system of monopoly management by public security organs will be broken. At present, the Chinese government is preparing to legislate and carry on the comprehensive reform, the security service industry of our country will usher in the important development opportunity period. Facing the new situation, the Shenyang security service industry has the opportunity and the challenge, the difficulty and the hope coexist. To formulate a scientific and systematic strategy for the development of the industry, to reform the existing administrative management system, to establish an enterprise management and management system facing the market, to adopt a commercial operation mechanism, to straighten out the relationship with the public security department, and to create a good social business environment, It is a realistic and urgent problem to promote the development speed and competitive advantage, realize the marketization, industrialization and professionalization of the security service industry. Based on the theory and tools of strategic management and the reality of security service industry in Shenyang, this paper makes a systematic research on its development strategy. I hope it will play a certain reference and help role in the development of security service industry in Shenyang. At the same time, it also hopes to give some inspiration and reference to the development of security service industry in other cities in China. Firstly, this paper summarizes the relevant documents of security service industry, and summarizes the strategic management theory. The emergence and development of security service industry at home and abroad are summarized, and several world famous multinational security companies are introduced. Secondly, this paper analyzes the development of Shenyang security service industry, reviews and summarizes its development process, and comprehensively analyzes its development status. Thirdly, the SWOT analysis of Shenyang security service industry is carried out, and the external opportunities and threats, internal advantages and disadvantages are defined. On this basis, the development strategy of Shenyang security service industry in the next five years is put forward. Finally, the author puts forward the relevant measures for the implementation of the development strategy. This paper tries to give some thought and exploration to the development strategy of the security service industry, which has just started the domestic research.
