【摘要】： 毒品問(wèn)題已成為全球性的難題,已經(jīng)引起世界各國(guó)的高度重視,但毒品犯罪并未就此消亡,反而有愈演愈烈之勢(shì)。貴州地處祖國(guó)西南部,毗鄰與世界三大毒品產(chǎn)地之一“金三角”接境的云南省,多年來(lái),貴州不僅成為毒品進(jìn)入內(nèi)地和境外的主要通道,而且逐漸發(fā)展為毒品過(guò)境和毒品集散、毒品消費(fèi)同時(shí)并存的受害地。目前,我省毒情形勢(shì)十分嚴(yán)峻,毒品案件呈逐年上升趨勢(shì),繳獲毒品數(shù)量不斷增加,吸毒人群數(shù)量龐大,毒品問(wèn)題誘發(fā)的違法犯罪案件不斷增多、外流販毒問(wèn)題日益突出。毒品在消耗大量社會(huì)財(cái)富和資源的同時(shí),也給我省社會(huì)穩(wěn)定、經(jīng)濟(jì)文化發(fā)展和人民生命財(cái)產(chǎn)安全帶來(lái)了較大危害。本文通過(guò)對(duì)當(dāng)前貴州毒品問(wèn)題現(xiàn)狀的分析研究,結(jié)合我省毒品問(wèn)題的地域性特征,從減少毒品市場(chǎng)需求,“堵源截流”阻斷毒品運(yùn)輸通道著手,采用法社會(huì)學(xué)的研究方法,提出綜合治理我省毒品問(wèn)題的措施和對(duì)策。
[Abstract]:The drug problem has become a global problem, which has attracted the attention of all countries in the world, but the drug crime has become more and more serious instead of dying out. Guizhou is located in the southwest of the motherland and is adjacent to Yunnan Province, one of the three major drug producing areas in the world. Over the years, Guizhou has not only become the main channel for drugs to enter the mainland and abroad, but also gradually developed into drug transit and drug distribution. A victimized place where drug consumption coexists. At present, the drug situation in our province is very serious, the drug cases are rising year by year, the number of seized drugs is increasing, the number of drug users is huge, the number of illegal and criminal cases induced by drug problems is increasing, and the problem of outflow drug trafficking is becoming more and more prominent. Drugs consume a great deal of social wealth and resources, but also bring great harm to social stability, economic and cultural development and the safety of people's life and property in our province. Based on the analysis of the current situation of drug problem in Guizhou and the regional characteristics of drug problem in Guizhou Province, this paper begins with reducing the demand of the drug market, "stopping the source and intercepting the flow" and blocking the drug transportation channel, and adopts the research method of sociology of law. The measures and countermeasures for comprehensive control of drug problems in our province are put forward.
