濟寧市公安局等級化管理模式探析

【摘要】:本文研究資料主要來自對濟寧市推行等級化管理模式的部分公安局的現(xiàn)場調研,對等級化管理實施機構的管理人員、相關人員和普通民警的訪談,與我國警務管理模式以及公共管理改革相關的文獻資料。在論文的形成過程中采用了文獻法、現(xiàn)場調研法、問卷調查法及頭腦風暴法等多種研究方法,力求使本研究更加客觀深入,論點突出,論據(jù)更具說服力。 在分析和借鑒農(nóng)村改革和現(xiàn)代企業(yè)管理經(jīng)驗的基礎上,同時總結實行崗位目標責任制的經(jīng)驗和教訓的背景下,結合基層公安機關的客觀要求,特別是針對公安機關缺乏效率與活力的突出問題,從1998年開始,濟寧市公安局以改革考核制為突破口,全面啟動了等級化管理模式,即以健全完善崗位目標責任制,實行全員目標管理為基本內(nèi)容,通過對不同警種、單位、不同崗位民警的工作任務和崗位職責進行量化分解,明確職責任務,定期計分考核,年終評定等級,按級兌現(xiàn)獎懲的一種新型警務管理模式。 等級化管理模式完善了激勵與競爭機制,提高了民警的工作效率和工作質量,是對警務管理改革的有效探討和成功嘗試,是濟寧市公安部門結合自身實際對警務管理模式的發(fā)展創(chuàng)新,為警務改革提供了寶貴的實踐經(jīng)驗。本文通過描述濟寧市公安局等級化管理模式實施的背景和現(xiàn)狀,對這一警務管理模式進行了典型案例分析。并從考核方式、考核標準、考核對象、考核目的四個角度提出意見和建議,探討等級化管理模式進一步完善和發(fā)展的途徑,提出了完善等級化管理模式的路徑選擇:以制度為保證,把管理活動納入法制化、規(guī)范化的軌道,強化全體民警警務行為的一致性;以目標為前提,塑造促進組織和個人互動發(fā)展的共同愿景;堅持人本為理念,把以人為本的精神滲透到管理活動的全過程;以文化為導向,塑造良好的環(huán)境氛圍,引導民警實現(xiàn)自我管理;以提高為目的,由事后懲罰轉變?yōu)槭孪葘W習,,構建學習型組織。 從行政生態(tài)學的角度看,濟寧市公安局等級化管理模式是濟寧市公安部門對其警務管理做出的一系列相應變革,適應了當前行政生態(tài)環(huán)境的發(fā)展方向,使公安部門的管理能力得到了提高。從微觀到宏觀,我國公共管理也必須適應當前行政環(huán)境的變化,符合當前行政環(huán)境提出的要求、提供的條件以及發(fā)生的變化。這也是我們在濟寧市公安局等級化管理模式中得出的重要啟示。轉型中的中國社會經(jīng)歷著巨大的社會變革,面臨著行政生態(tài)環(huán)境的巨大變化,政府的行政活動也必須做出相應的調整,從而使行政管理與行
[Abstract]:The research materials in this paper are mainly from the field investigation of some public security bureaus in Jining that carry out the hierarchical management model, and interviews with the management personnel, related personnel and ordinary police officers of the hierarchical management institutions. The literature related to the police management model and public management reform in China. In the course of the formation of the thesis, many research methods, such as literature method, field investigation method, questionnaire survey method and brainstorming method, are used to make this study more objective, in-depth, prominent and persuasive. On the basis of analyzing and drawing lessons from the experience of rural reform and modern enterprise management, and under the background of summing up the experience and lessons of carrying out the post target responsibility system, combining with the objective requirements of the grass-roots public security organs, In particular, in view of the outstanding problem of the lack of efficiency and vitality of the public security organs, since 1998, the Jining Public Security Bureau, taking the reform of the examination system as a breakthrough, has comprehensively started the hierarchical management model, that is, to improve the job objective responsibility system. Implementing the objective management of all personnel as the basic content, by quantifying and decomposing the tasks and duties of different police officers in different police categories, units and posts, defining the duties and tasks, regularly scoring and assessing, and evaluating the grades at the end of the year, A new type of policing management mode of cashing rewards and punishments according to grade. The hierarchical management model improves the incentive and competition mechanism, improves the working efficiency and quality of the police, and is an effective exploration and successful attempt on the police management reform. It is the development and innovation of the police management mode of Jining city public security department combined with its own reality, which provides valuable practical experience for the police service reform. By describing the background and present situation of the implementation of the hierarchical management model of Jining Public Security Bureau, this paper makes a typical case study of this police management model. It also puts forward suggestions and suggestions from four angles of examination mode, assessment standard, examination object and examination purpose, and probes into the ways to further improve and develop the hierarchical management mode. This paper puts forward the path choice of perfecting the hierarchical management mode: taking the system as the guarantee, bringing the management activities into the legal system, standardizing the track, strengthening the consistency of the police behavior of all the police, taking the goal as the premise, Shaping the common vision of promoting the interactive development of organizations and individuals; adhering to the concept of people-oriented, permeating the spirit of people-oriented into the whole process of management activities; taking culture as the guide, shaping a good environment atmosphere, guiding the police to achieve self-management; In order to improve, from the post-punishment to learning in advance, to build a learning organization. From the perspective of administrative ecology, the hierarchical management model of Jining Public Security Bureau is a series of corresponding changes made by Jining Public Security Department to its police management, and adapts to the development direction of the current administrative ecological environment. The management ability of the public security department has been improved. From microcosmic to macroscopic, the public management of our country must adapt to the change of the current administrative environment, accord with the request of the current administrative environment, the conditions provided and the changes that have taken place.
