【摘要】：2011年5月，《中華人民共和國刑法修正案（八）》開始正式實(shí)施，標(biāo)志著我國實(shí)施了八年的社區(qū)矯正試點(diǎn)工作正式上升為我國一項(xiàng)重要的刑罰制度，并在全國范圍內(nèi)貫徹執(zhí)行。信息化建設(shè)，是提高管理效能的一項(xiàng)重要手段。隨著安置幫教工作和社區(qū)矯正工作的全面開展，釋解人員和社區(qū)服刑人員信息化管理的研究是一項(xiàng)急需解決的重要課題。本文從釋解人員安置幫教工作和社區(qū)矯正工作管理信息化的基本特點(diǎn)和業(yè)務(wù)工作實(shí)踐出發(fā)，根據(jù)社區(qū)矯正和安置幫教實(shí)際工作經(jīng)驗(yàn)以及信息管理的相關(guān)理論，對(duì)X市釋解人員和社區(qū)服刑人員信息化管理信息系統(tǒng)的應(yīng)用進(jìn)行了比較詳細(xì)的需求分析與設(shè)計(jì)。探討了信息化建設(shè)在社區(qū)矯正和安置幫教工作中的作用，歸納總結(jié)了信息化建設(shè)給社區(qū)矯正工作和安置幫教工作帶來的新手段、新知識(shí)和新方法。本文是作者實(shí)踐工作的理論升華，相信通過對(duì)釋解人員和社區(qū)服刑人員信息化的全面深入研究，，對(duì)全國其他地區(qū)進(jìn)一步提高安置幫教和社區(qū)矯正工作整體信息化管理水平，貫徹落實(shí)寬嚴(yán)相濟(jì)的刑事政策，探索完善中國特色刑罰執(zhí)行制度，降低刑罰執(zhí)行成本、提高刑罰執(zhí)行效率，有效預(yù)防和減少重新違法犯罪，維護(hù)社會(huì)和諧穩(wěn)定具有重要參考和借鑒意義。
[Abstract]:In May 2011, the Criminal Law Amendment (8) of the people's Republic of China began to be formally implemented, marking that the pilot work of community correction in China, which had been implemented for eight years, had become an important penal system in China and carried out throughout the country. Information construction, is an important means to improve the efficiency of management. With the development of resettlement and community correction, the research on information management of interpretive personnel and community prisoners is an important subject that needs to be solved urgently. Based on the analysis of the basic characteristics and practice of information management in the field of personnel placement and community correction, according to the practical work experience of community correction and placement, as well as the theory of information management, The application of information management information system for interpretation personnel and community prisoners in X city is analyzed and designed in detail. This paper probes into the role of information construction in the work of community correction and placement, and sums up the new means, new knowledge and new methods brought by information construction to the work of community correction and placement of help and education. This paper is a theoretical sublimation of the author's practical work. It is believed that through the comprehensive and in-depth study of the informatization of the interpreters and community prisoners, the overall information management level of the resettlement, education and community correction work will be further improved in other parts of the country. To carry out the criminal policy of combining leniency with severity, to explore and improve the system of penalty enforcement with Chinese characteristics, to reduce the cost of penalty execution, to improve the efficiency of penalty enforcement, and to effectively prevent and reduce the re-offending of the law. Maintaining social harmony and stability has important reference and significance.
