【摘要】：社區(qū)警務(wù)作為一種警務(wù)方式和規(guī)范的理論,有其深厚的警務(wù)實(shí)踐基礎(chǔ)。警務(wù)工作離不開(kāi)社會(huì),離不開(kāi)群眾,離不開(kāi)社會(huì)組織和有關(guān)部門(mén)的支持與協(xié)助。社區(qū)警務(wù)理論是在借鑒和吸納系統(tǒng)科學(xué)、犯罪學(xué)、社會(huì)管理學(xué)等學(xué)科理論的基礎(chǔ)上,深入探討社區(qū)內(nèi)各類機(jī)構(gòu)和團(tuán)體在維護(hù)社區(qū)秩序、保障社區(qū)安全等方面的重要作用,通過(guò)抑制社區(qū)成員違反社會(huì)規(guī)范和規(guī)劃的行為,以穩(wěn)定社區(qū)的秩序,保持社區(qū)良好的社會(huì)風(fēng)氣,維護(hù)警察在社區(qū)工作的地位和作用,通過(guò)社區(qū)工作最大程度地體現(xiàn)警察的職能與價(jià)值,最終達(dá)成減少犯罪,維護(hù)良好社會(huì)治安秩序的一種警務(wù)理論。 社區(qū)警務(wù)戰(zhàn)略的實(shí)施中,警察的職能作用體現(xiàn)在做好法制宣傳、社會(huì)公益、預(yù)防犯罪等方面的工作。它的立足點(diǎn)不是打擊犯罪,而是構(gòu)筑一種有效的防控機(jī)制。對(duì)其工作衡量標(biāo)準(zhǔn)上,重點(diǎn)放在考察和評(píng)價(jià)預(yù)防、遏制違法犯罪的能力上。 中山市自2002 年6 月實(shí)施社區(qū)警務(wù)建設(shè)以來(lái),大膽創(chuàng)新,以人為本,成效顯著。通過(guò)近三年的努力,“社區(qū)警務(wù)”這個(gè)名詞,在中山已是家喻戶曉。在市委、市政府和上級(jí)公安機(jī)關(guān)的領(lǐng)導(dǎo)下,中山市警方不斷充實(shí)著社區(qū)警務(wù)的內(nèi)涵,以不斷強(qiáng)化為民服務(wù)和建立融洽的警民關(guān)系為
[Abstract]:Community policing, as a kind of policing method and standard theory, has its profound practical basis of policing. Police work can not be separated from the society and the masses. The theory of community policing is based on the theory of system science, criminology, social management and so on. To explore in depth the important role of various institutions and groups in the community in maintaining community order and ensuring community safety, and to stabilize the order of the community by curbing the behaviour of community members in violation of social norms and planning, To maintain the good social atmosphere in the community, to maintain the position and function of the police in the community work, to embody the function and value of the police to the greatest extent through community work, and finally to achieve a kind of policing theory to reduce the crime and maintain the good public order. In the implementation of the community policing strategy, the function of the police is reflected in doing a good job in legal publicity, social welfare, crime prevention, etc. Its standpoint is not to crack down on crime. It is to construct an effective mechanism of prevention and control. Since the implementation of community policing construction in June 2002, Zhongshan City has been bold and innovative, people-oriented and effective. Through nearly three years of hard work, the term "community policing" has become a household name in Zhongshan. Under the leadership of the municipal government and public security organs at higher levels, Zhongshan police constantly enrich the connotation of community policing, in order to continuously strengthen the service for the people and establish a harmonious relationship between the police and the people
