【摘要】： 公安后勤保障工作是公安工作的重要組成部分，，也是公安工作賴以存在和發(fā)展的物質(zhì)基礎(chǔ)。公安后勤工作是公安工作“車之兩輪”，“鳥之兩翼”，直接牽動(dòng)和影響公安工作全局。要落實(shí)中央關(guān)于建設(shè)強(qiáng)大的公安工作的要求，必須建設(shè)強(qiáng)有力的公安后勤保障體系。入世后，公安后勤工作必然要發(fā)生很大的改變，不論是在思想觀念、人員素質(zhì)、經(jīng)費(fèi)保障和基礎(chǔ)設(shè)備管理上都要整理思路，進(jìn)行戰(zhàn)略思考，并制定應(yīng)對(duì)之策，以維護(hù)我國的政治穩(wěn)定和社會(huì)安定，特別是在打擊刑事犯罪斗爭中發(fā)揮重要作用。 本文以入世后我國公安后勤保障工作為研究對(duì)象，通過考察國外一些國家警察部門的有關(guān)情況，對(duì)公安后勤工作今后的發(fā)展戰(zhàn)略進(jìn)行了思考，并提出了相應(yīng)的對(duì)策。全文由五章組成，其中各章的主要內(nèi)容如下： 第一章，從入世與公安后勤工作兩個(gè)方面提出了本文要研究的問題，并對(duì)國內(nèi)外的研究現(xiàn)狀進(jìn)行了總結(jié)，最后給出了本文的研究內(nèi)容及框架。 第二章，分別考察了美國、歐洲等國家的警察體制和警察后勤工作，最后總結(jié)了我國公安警察體制，并找出了我國警察后勤工作的差距。 第三章，先對(duì)我國公安后勤工作的地位及作用進(jìn)行了分析，指出其重要性。然后從后勤管理工作和后勤隊(duì)伍建設(shè)兩方面進(jìn)行了發(fā)展戰(zhàn)略思考，并結(jié)合實(shí)際案例進(jìn)行了說明。 第四章，從公安后勤工作的三個(gè)主要方面：經(jīng)費(fèi)管理、基礎(chǔ)設(shè)施管理、隊(duì)伍素質(zhì)管理，進(jìn)行了分析研究，提出了入世后的對(duì)策。 第五章，對(duì)全文進(jìn)行了總結(jié)，并展望了本研究的后續(xù)工作。
[Abstract]:The work of public security logistics support is an important part of public security work. It is also the material basis for the existence and development of public security work. Public security logistics work is the "two wheels" and "two wings" of public security work, directly affecting and influencing the overall situation of public security work. It is necessary to build a strong public security logistics support system. After China's entry into the WTO, the work of public security logistics will inevitably undergo great changes. No matter in terms of ideology, personnel quality, funds guarantee and basic equipment management, the thinking must be sorted out. In order to maintain our country's political stability and social stability, especially in the fight against criminal crimes, we should make strategic thinking and formulate countermeasures. This paper takes the public security logistics support work of our country after entering WTO as the research object, through investigating the relevant situation of the police departments in some foreign countries, has carried on the thought to the development strategy of the public security logistics work in the future. The paper is composed of five chapters. The main contents of each chapter are as follows:. The first chapter puts forward the problems to be studied in this paper from two aspects of WTO entry and public security logistics work, summarizes the current research situation at home and abroad, and finally gives the research content and framework of this paper. In the second chapter, the police system and the police logistics work in the United States, Europe and other countries are investigated respectively. Finally, the police system of our country is summarized, and the gap of the police logistics work in our country is found out. In the third chapter, the author analyzes the status and function of public security logistics work in China, points out its importance, and then discusses the development strategy from the two aspects of logistics management and logistics team construction, and explains it with practical cases. Chapter 4th, from the three main aspects of public security logistics work: fund management, infrastructure management, team quality management, analysis and study, put forward the countermeasures after China's entry into the WTO. Chapter 5th summarizes the full text and looks forward to the follow-up work of this study.
