廣州少數(shù)民族流動(dòng)人口管理問(wèn)題與對(duì)策研究

【摘要】:隨著我國(guó)改革開(kāi)放的不斷深入發(fā)展,社會(huì)主義市場(chǎng)經(jīng)濟(jì)的不斷完善,大量長(zhǎng)期生活在少數(shù)民族聚居地區(qū)的少數(shù)民族人口開(kāi)始紛紛進(jìn)入沿海及內(nèi)地以漢族人口為主的城市從事務(wù)工經(jīng)商學(xué)習(xí)等活動(dòng)。隨著這些少數(shù)民族流動(dòng)人口進(jìn)入城市,由于少數(shù)民族特有的民族、宗教和生活習(xí)慣及其受文化教育水平所限,其在融入城市生活的過(guò)程中給城市管理部門在市政、教育、衛(wèi)生、治安方面帶來(lái)了諸多挑戰(zhàn)。廣州市作為沿海發(fā)達(dá)城市的代表,因其發(fā)達(dá)的經(jīng)濟(jì)以及包容性,正不斷吸引少數(shù)民族流動(dòng)人口前來(lái)工作生活。因此對(duì)于廣州市少數(shù)民族流動(dòng)人口管理中存在的問(wèn)題及其解決方法的研究,對(duì)于我國(guó)其他城市更好地開(kāi)展少數(shù)民族流動(dòng)人口管理很有助益。 目前廣州市少數(shù)民族流動(dòng)人口管理中存在的主要問(wèn)題包括未設(shè)置專門管理機(jī)構(gòu),,各管理部門間職能模糊,管理方式簡(jiǎn)單,重事后處理輕事前預(yù)防,與少數(shù)民族流動(dòng)人口流出地政府部門缺乏溝通等問(wèn)題。究其原因,主要在于政府部門管理觀念落后,沒(méi)有真正以人為本開(kāi)展工作,當(dāng)前的少數(shù)民族流動(dòng)人口管理法律法規(guī)還不完善,如廣州這樣的大城市的公共資源比較有限,缺乏相應(yīng)的社會(huì)保障,同時(shí),少數(shù)民族流動(dòng)人口自身也存在著文化教育水平較低,存在一定的民族觀念障礙等問(wèn)題。 針對(duì)存在的這些問(wèn)題,廣州市政府管理部門在應(yīng)對(duì)這一新的挑戰(zhàn)時(shí),首先要加強(qiáng)重視,尊重少數(shù)民族宗教和文化,學(xué)習(xí)相關(guān)知識(shí),提高自身在少數(shù)民族管理方面的水平。重視依法管理,嚴(yán)格執(zhí)法,既不歧視少數(shù)民族也不對(duì)其搞特殊優(yōu)待,重視服務(wù)溝通,加強(qiáng)對(duì)少數(shù)民族教育,努力使其盡快融入城市生活。同時(shí)要注重發(fā)揮少數(shù)民族自身的力量和社會(huì)力量參與少數(shù)民族流動(dòng)人口管理。
[Abstract]:With the continuous development of China's reform and opening-up, the continuous improvement of socialist market economy, a large number of long-term living in areas where minority ethnic population have started to enter the coastal and inland city in the Han population mainly engaged in work or business learning activities. With the minority population in the city, because of the unique national minority. Religion and life habits and the education level is limited, in the process of integration into the city life for city management in municipal, education, health, public security has brought many challenges. As a representative of Guangzhou city developed coastal city, because of its developed economy and inclusiveness, is constantly attracting minority floating population to working life. So the research of Guangzhou city minority floating population management problems and solutions, to our country It is helpful for other cities to better carry out the management of the floating population of ethnic minorities.
The main problems existing in Guangzhou minority floating population management includes a special management organization is not set, the management function of fuzzy, simple management, heavy light prevention and post processing, the floating population of the national minorities out of government departments such as lack of communication problems. The reason mainly lies in the government management concept behind no real people-oriented work, the current minority floating population management laws and regulations are not perfect, such as public resources in Guangzhou this city is limited, the lack of social security, at the same time, the floating population of the national minorities also have their own cultural and educational level is low, there is a certain nationality problems.
In view of these problems, the Guangzhou municipal government departments in response to this new challenge, we should strengthen the attention and respect of minority religion and culture, learning related knowledge, improve their management level in the minority. The importance of management according to law, strict law enforcement, does not discriminate against minorities or engage in special treatment pay attention to service, communication, strengthen the education of ethnic minorities, to make it into the city life as soon as possible. At the same time to pay attention to the function and social forces of ethnic minorities the participation of minority floating population management.
