【摘要】：消防部隊(duì)是一支軍事化的現(xiàn)役部隊(duì)，是中國(guó)人民武裝警察的一個(gè)警種，又是一支直接為改革開放和經(jīng)濟(jì)建設(shè)服務(wù)的公安執(zhí)法部隊(duì)，躋身于改革開放的前沿，，肩負(fù)著繁重的防火滅火和社會(huì)搶險(xiǎn)救援這一保衛(wèi)國(guó)家和人民生命財(cái)產(chǎn)安全的神圣使命。 在信息化建設(shè)高速發(fā)展的今天，信息技術(shù)貫穿消防部隊(duì)的日常管理、通訊聯(lián)絡(luò)、消防業(yè)務(wù)以及滅火作戰(zhàn)、社會(huì)救援指揮等方方面面。 消防信息化是利用先進(jìn)可靠、使用有限的現(xiàn)代計(jì)算機(jī)、網(wǎng)絡(luò)及通信技術(shù)對(duì)消防信息進(jìn)行采集、儲(chǔ)存、處理、分析和挖掘，實(shí)現(xiàn)消防信息資源和基礎(chǔ)設(shè)施高程度、高效益的共享與共用的過程，其實(shí)質(zhì)是各級(jí)公安消防機(jī)構(gòu)在各項(xiàng)消防工作實(shí)踐活動(dòng)中對(duì)消防信息資源進(jìn)行廣泛而深入地丌發(fā)利用，為防火、滅火、搶險(xiǎn)救援、隊(duì)伍管理教育、后勤保障等各項(xiàng)工作提供決策性地信息支持。消防信息化建設(shè)地范疇包括通信網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)、信息系統(tǒng)建設(shè)及應(yīng)用、安全保障體系建設(shè)、運(yùn)行管理體系建設(shè)和標(biāo)準(zhǔn)規(guī)范體系建設(shè)等內(nèi)容。 近幾年，我國(guó)消防行業(yè)的信息化建設(shè)有了長(zhǎng)足的發(fā)展，各地都新建或改造了消防通信指揮系統(tǒng)，開發(fā)應(yīng)用了一批消防信息管理軟件，建起了許多消防專業(yè)網(wǎng)站，開始實(shí)施電子政務(wù)，消防信息網(wǎng)絡(luò)初步形成�？偨Y(jié)我們?cè)谛畔⒒ㄔO(shè)中取得成績(jī)的同時(shí)，我們必須清醒地看到，總體上看，我國(guó)消防行業(yè)的信息化水平與美國(guó)、日本和西歐等發(fā)達(dá)國(guó)家相比，由于起步較晚，加之綜合實(shí)力、基礎(chǔ)研究較弱，我們的差距還很大。首先是在軟件方面，我們?nèi)狈哂凶灾髦R(shí)產(chǎn)權(quán)的關(guān)鍵、核心技術(shù)，如消防領(lǐng)域應(yīng)用較多的通信調(diào)度指揮系統(tǒng)技術(shù)，目前絕大多數(shù)還僅僅停留在對(duì)國(guó)外引進(jìn)軟件的二次開發(fā)上，沒有建立起我們自己的具有自主知識(shí)產(chǎn)權(quán)的基礎(chǔ)平臺(tái)軟件，為此我們不得不花大量的資金向國(guó)外購(gòu)買。其次，我們?cè)跇?biāo)準(zhǔn)化方面差距也很大，美國(guó)、日本和西歐等發(fā)達(dá)國(guó)家在消防監(jiān)督、調(diào)度指揮、電子政務(wù)、內(nèi)部事務(wù)管理、滅火戰(zhàn)術(shù)模擬等各個(gè)領(lǐng)域，已逐步建立起較為完善的標(biāo)準(zhǔn)體 卿 碩:卜學(xué)位論文 入!AS’百!一I之’氣11{}51凡 系，能有效地引導(dǎo)、規(guī)范、整合信息化的過程，達(dá)到事半功倍的「J的，而我們這 方面的工作才剛剛起步，嚴(yán)重滯后于信息化的實(shí)際進(jìn)程。由于缺乏數(shù)據(jù)標(biāo)準(zhǔn)，己 有的信息也不能得到充分應(yīng)用。如日前我國(guó)建筑設(shè)計(jì)院所及公司己荃本實(shí)現(xiàn)了電 腦出圖，但這些眾多的圖形電子文檔并未或很少能在我們消防審核、口常監(jiān)桿、 滅火預(yù)案、119地理信息系統(tǒng)中得到再利用，許多墓礎(chǔ)工作又在各個(gè)管理部門垂 復(fù)。所以，在總結(jié)經(jīng)驗(yàn)和肯定成績(jī)的同時(shí)，我們更要高度正視信息化_!二作‘卜存在 的問題。 本文介紹了國(guó)內(nèi)外信息和信息化以及消防發(fā)展的趨勢(shì)，分析了消防部隊(duì)信息 化建設(shè)的現(xiàn)狀，提出了消防部隊(duì)信息化建設(shè)的方向和基本思路:認(rèn)清形勢(shì)，解放 思想，盡快實(shí)現(xiàn)觀念的轉(zhuǎn)變:開拓創(chuàng)新，優(yōu)化資源，構(gòu)建消防信息化實(shí)戰(zhàn)體系; 整合平臺(tái)，資源共享，實(shí)現(xiàn)向科技要警力、要戰(zhàn)斗力的戰(zhàn)略日標(biāo);統(tǒng)籌兼顧，協(xié) 調(diào)發(fā)展，堅(jiān)持有所為有所不為;加強(qiáng)管理，務(wù)求實(shí)效，提升管理層次和水平;完 善機(jī)制，培養(yǎng)人才，為消防信息化建設(shè)提供和力支持;消防信息化需要信息化社 會(huì)支持。 關(guān)鍵詞:消防信息化建設(shè)
