【摘要】：警察是聯(lián)系人民與政府的一個中間紐帶,以維持安寧秩序?yàn)閷ο?深入民間,遍布州邑,一舉一動都與民眾的日常生活息息相關(guān),其他任何政治工作人員都沒有比警察更與民眾親切的。教、養(yǎng)、衛(wèi)三種工作,正是警察的職能所在。歷史告訴我們,凡國家由亂而治,莫不有賴于警察。我國古代周有司稽等職,近代日本明治維新時期設(shè)保里斯制度,大力發(fā)展警政,于是警察日漸穩(wěn)固。清朝駐日公使楊星垣曾說“予在東最久,目睹日本的自強(qiáng),基于警察而后海陸軍繼之�！庇纱丝梢娋斓膭�(chuàng)建對于一個國家自強(qiáng)的重要性。我國的警察制度創(chuàng)建于晚清時期,經(jīng)過北京國民政府和南京國民政府兩個時期的發(fā)展,近代警察制度已初步發(fā)展完善,建立了比較完整的警察體制。全國各地也紛紛加強(qiáng)警察的建設(shè),警察制度如雨后春筍般蓬勃發(fā)展起來,但是各地的發(fā)展是不平衡的,首都及省會城市發(fā)展較為完善。本文主要論述了南京國民政府時期的山東省會濟(jì)南的警政建設(shè)情況,從警察制度的發(fā)展歷程、警察的管理、警察的勤務(wù)、警察建設(shè)的優(yōu)缺點(diǎn)等方面入手,全面呈現(xiàn)了南京國民政府時期特別是韓復(fù)渠通知山東后濟(jì)南警察制度的發(fā)展面貌,這一時期的警政發(fā)展水平代表了整個國民政府時期山東警察建設(shè)的最高水平,其建設(shè)的先進(jìn)制度及組織為現(xiàn)代警政發(fā)展提供了寶貴經(jīng)驗(yàn),其表現(xiàn)出的不足也為今天我國警察制度的發(fā)展提供了教訓(xùn)和借鑒意義,有利于我們?nèi)娼ㄔO(shè)具有中國特色的社會主義警察制度。
[Abstract]:The police are an intermediate link between the people and the government. They are aimed at maintaining tranquillity and order. They go deep into the people and spread all over the states and cities. Everything they do is closely related to the daily life of the people. No other political worker is more friendly to the populace than the police. Three kinds of work, namely, teaching, raising and protecting, are precisely the functions of the police. History tells us that where the country is governed by chaos, It depends on the police. In the ancient Zhou Dynasty, our country had the post of director, and so on. During the Meiji Restoration period in modern Japan, the Baoris system was set up and the police administration was vigorously developed. As a result, the police became more and more stable. Yang Xingyuan, the minister of the Qing Dynasty to Japan, once said, "to be in the east for the longest time. Seeing Japan's self-improvement, based on the police, followed by the Houhai Army. "so it can be seen that the establishment of the police is of great importance to a country's self-improvement. Our country's police system was established in the late Qing Dynasty," he said. After the development of the Beijing National Government and the Nanjing National Government, the modern police system has been preliminarily developed and perfected, and a relatively complete police system has been established. All parts of the country have also strengthened the police construction one after another. The police system is booming, but the development of each place is unbalanced, the development of capital and capital city is relatively perfect. This paper mainly discusses the situation of police administration construction in Jinan, capital city of Shandong province during the period of Nanjing National Government. Starting from the development course of the police system, the management of the police, the service of the police and the advantages and disadvantages of the police construction, it presents the development of the police system in Jinan during the period of the Nanjing National Government, especially after the Han Fu Canal informed Shandong. The development level of the police and government in this period represents the highest level of the police construction in Shandong during the period of the National Government. The advanced system and organization of its construction have provided valuable experience for the development of the modern police and government. It also provides lessons and lessons for the development of China's police system today, and is conducive to the overall construction of a socialist police system with Chinese characteristics.
