中國專業(yè)技術(shù)類警察的雙重職業(yè)路徑分析

【摘要】: 由于受傳統(tǒng)公務(wù)員管理制度的影響,目前在專業(yè)技術(shù)類警察隊(duì)伍中存在有警察職業(yè)發(fā)展路徑單一,職業(yè)發(fā)展空間狹隘的現(xiàn)象,專業(yè)技術(shù)類警察的職業(yè)路徑機(jī)制中的弊端問題越來越凸顯,嚴(yán)重的制約著組織成員積極性的發(fā)揮,降低了組織的整體效能。現(xiàn)行的有關(guān)專業(yè)技術(shù)類警察的晉升機(jī)制已經(jīng)逐漸地不適應(yīng)現(xiàn)實(shí)的發(fā)展。雙重職業(yè)路徑,作為一種在西方廣為流行的職業(yè)生涯路徑系統(tǒng)和職務(wù)晉升激勵(lì)機(jī)制,它為組織中的專業(yè)技術(shù)人員和管理人員分別提供兩條平行平等的職務(wù)晉升路徑,給專業(yè)技術(shù)人員提供了與管理人員平等的地位、報(bào)酬和更多的職業(yè)發(fā)展機(jī)會(huì)。這一理論非常適用于專業(yè)人員密集的各類組織,在穩(wěn)定和激勵(lì)專業(yè)技術(shù)人員、擴(kuò)大其職業(yè)發(fā)展機(jī)會(huì)、繼而提高組織績效方面發(fā)揮了重要作用。本文通過對專業(yè)技術(shù)類警察的職業(yè)發(fā)展路徑探討和對雙重職業(yè)路徑理論的分析,試圖探索在專業(yè)技術(shù)類警察系統(tǒng)建立一套雙重職業(yè)路徑晉升機(jī)制,,用以解決我國專業(yè)技術(shù)類警察的職業(yè)生涯晉升問題,實(shí)現(xiàn)組織與員工的共同發(fā)展。
[Abstract]:Because of the influence of the traditional civil servant management system, there exists the phenomenon of single career development path and narrow career development space in the professional and technical police force. Professional and technical police professional path mechanism of the drawbacks of more and more prominent, seriously restricting the enthusiasm of the members of the organization play. Reduce the overall effectiveness of the organization. The current professional and technical police promotion mechanism has gradually not adapted to the development of reality. Dual career path. As a popular career path system and job promotion incentive mechanism in the West, it provides two parallel equal career promotion paths for the professional technicians and managers in the organization. This theory provides professionals with equal status with managers, remuneration and more opportunities for career development. This theory is very applicable to all types of organizations with a high concentration of professionals in stabilizing and motivating professional technicians. Expanding their career development opportunities and then improving organizational performance has played an important role. This paper discusses the career development path of professional and technical police and analyzes the dual career path theory. This paper attempts to explore the establishment of a dual career path promotion mechanism in the professional and technical police system in order to solve the problem of professional career promotion of professional and technical police in China and to realize the common development of organization and staff.
