【摘要】： 隨著我國社會主義市場經(jīng)濟的深入發(fā)展，城市中流動人口規(guī)模在持續(xù)擴大，一方面流動人口的迅速增長為經(jīng)濟繁榮、社會進步發(fā)揮了重要作用；但另一方面伴隨人口流動增加而帶來的社會治安、城市建設、文化教育、社會管理等方面的問題也日漸浮出水面，作為一名公安戰(zhàn)線的人民警察，我更加關注的是社會治安問題。由于城市發(fā)展的不均衡，導致了諸如：失業(yè)、貧富懸殊、管理不當?shù)壬鐣䥺栴}的出現(xiàn)，而這些沒有得到有效根治的社會問題是我國治安形勢惡化的主要原因，犯罪率不斷上升，而城市中流動人口犯罪的問題顯得由為突出，在一定程度上已影響了城市的發(fā)展與穩(wěn)定。因此，如何有效抑制流動人口犯罪，，不僅是公安工作的一項重要任務，也成為城市發(fā)展中維護社會治安和社會穩(wěn)定的重要課題，也就是說從根本上切實有效的預防和控制流動人口犯罪，建立與市場經(jīng)濟相適應的預防犯罪機制，將為城市發(fā)展掃清一道屏障，這也是我選擇此論題的目的和意義。 本文共分為五章，第一章為全文的綜述，第二章從流動人口對城市發(fā)展的正反兩方面的作用，分析了流動人口的重要性及預防流動人口犯罪的必要性；第三章從流動人口犯罪人員的年齡、作案對象、犯罪組織情況、犯罪比例等方面闡述了流動人口犯罪的現(xiàn)狀及特點；第四章從社會體制變革、政策缺位、社會環(huán)境影響、受教育程度等方面著重分析了犯罪日趨增加的原因；第五章針對流動人口犯罪的特點及原因，提出預防和控制流動人口犯罪，不僅要完善各項法律制度、政府政策，還應當從發(fā)展經(jīng)濟、提高教育、健全社會保障體系、完善社區(qū)建設等方面為流動人口提供全面保障，切實維護流動人口的合法權益，充分發(fā)揮流動人口在城市中積極、正面的作用，有效控制其消極、不利的作用，正確引導其積極投入到社會主義市場經(jīng)濟建設中。 本文提出流動人口在城市中的犯罪逐年增加的問題已不僅僅是法律問題，而是社會問題，本文也力爭圍繞流動人口所涉及的各領域開展調(diào)查研究并提出建議，不足之處在于因所涉領域受限，我對相關理論知識掌握較少，調(diào)查研究還不夠透徹和更具說服力，因此論文的分析偏于表面，論據(jù)較為單薄，論文結構上還有待完善。
[Abstract]:With the further development of socialist market economy in our country, the scale of floating population in cities continues to expand. On the one hand, the rapid growth of floating population plays an important role in economic prosperity and social progress. But on the other hand, the problems of social security, urban construction, culture and education, social management and so on, which are brought by the increase of population mobility, are also emerging day by day, as a people's police on the public security front. I am more concerned about the problem of social security. Due to the imbalance in urban development, it has led to the emergence of social problems such as unemployment, disparity between the rich and the poor, mismanagement and so on. These social problems which have not been effectively cured are the main reasons for the deterioration of the public security situation in our country, the crime rate is rising constantly, and the crime problem of floating population in the city appears to be outstanding. To some extent, it has affected the development and stability of the city. Therefore, how to effectively suppress the crime of floating population is not only an important task of public security work. It has also become an important topic to maintain social security and social stability in urban development, that is to say, to prevent and control the crime of floating population fundamentally and effectively, and to establish a crime prevention mechanism adapted to the market economy. Will clear a barrier for urban development, which is the purpose and significance of my choice of this topic. This paper is divided into five chapters. The first chapter is a summary of the full text. The second chapter analyzes the importance of floating population and the necessity of preventing floating population crime from the positive and negative effects of floating population on urban development. The third chapter expounds the current situation and characteristics of the floating population crime from the aspects of the age, the object of the crime, the situation of the criminal organization and the proportion of the crime. Chapter 4th focuses on the causes of the increasing crime from the aspects of social system reform, policy absence, social environment impact, education level and so on. According to the characteristics and causes of the crimes committed by the floating population, Chapter 5th puts forward that the prevention and control of the crimes committed by the floating population should not only improve the legal system and government policies, but also develop the economy and improve education. Improve the social security system, improve community construction and other aspects to provide comprehensive protection for the floating population, effectively protect the legitimate rights and interests of the floating population, fully play a positive role in the city floating population. Effectively control its negative, adverse role, correctly guide its active involvement in the socialist market economy construction. This paper points out that the increasing crime of floating population in the city is not only a legal problem, but also a social problem. This paper also tries to carry out investigation and research around the various fields involved in the floating population and put forward some suggestions. The deficiency is that because of the limitation of the field involved, I have less knowledge of relevant theory, and the investigation and research is not thorough and more persuasive, so the analysis of the thesis is on the surface and the argument is relatively thin. The structure of the thesis needs to be improved.
