【摘要】：“少年智則國智,少年強則國強”,未成年人代表著國家的未來,肩負著中華民族的希望,未成年人的健康成長牽掛著社會各界的心。然而隨著社會發(fā)展的復雜化、多樣化,未成年人犯罪問題已經(jīng)愈發(fā)嚴重,未成年人犯罪與環(huán)境污染、吸毒販毒并稱為當今世界三大公害,我國也未能幸免。自改革開放以來,到90年代初,未成年人犯罪的數(shù)量呈現(xiàn)惡性增長,一度占到全國刑事犯罪總數(shù)的70%~80%;此后,未成年人犯罪的數(shù)量雖略有下降,但卻出現(xiàn)了低齡化、暴力化、團伙化等令人堪憂的質的變化�？梢哉f,未成年人犯罪是我們無法回避的社會難題,也是公眾高度關注的社會問題。高度重視和深入研究未成年人犯罪課題,不僅關系到未成年人的健康成長、家庭幸福,更關系到和諧社會的建設和祖國的未來。雖然以前已經(jīng)有眾多專家學者研究過這一課題,但是只要未成年人犯罪現(xiàn)象還存在,我們就不能停止對這一問題的分析與研究,況且未成年人犯罪一直在發(fā)展變化,我們要及時跟進,追蹤新變化,研究新形勢,以期對預防和矯治未成年人犯罪的實踐給出有指導意義的理論更新。 本文分為三部分,第一部分是未成年人犯罪的概述,在本部分中,筆者將介紹未成年人犯罪的概念,對未成年人犯罪的發(fā)展現(xiàn)狀和特點進行總結。第二部分是對未成年人犯罪的原因分析,筆者將主要從家庭成長環(huán)境,學校教育,以及新聞媒體,網(wǎng)絡等社會方面對未成年人的犯罪誘因進行剖析。在第三部分中,筆者將根據(jù)第二部分的研究提出預防未成年人犯罪的建議,并嘗試給出有效矯治未成年犯的制度構架設想。
[Abstract]:"Juvenile intelligence is national wisdom, juvenile power is national strength", minors represent the future of the country, shouldering the hope of the Chinese nation. The healthy growth of minors concerns the hearts of all walks of life. However, with the complexity and diversification of social development, juvenile delinquency has become more and more serious, juvenile delinquency and environmental pollution. Drug abuse and drug trafficking are the three major public hazards in the world today, and China has not been spared. Since the reform and opening up, to the beginning of 90s, the number of juvenile delinquency has shown a vicious growth. It once accounted for 70% of the total number of criminal offences in the country; Since then, the number of juvenile delinquency has decreased slightly, but there have been some worrying qualitative changes, such as younger age, violence, gang, etc. It can be said that juvenile delinquency is a difficult social problem we can not avoid. It is also a social problem which is highly concerned by the public. Paying close attention to the subject of juvenile delinquency is not only related to the healthy growth of minors and family happiness. More related to the construction of a harmonious society and the future of the motherland. Although there have been many experts and scholars have studied this subject, but as long as the phenomenon of juvenile delinquency still exists. We can not stop the analysis and research of this problem, and juvenile delinquency has been developing and changing, we should follow up in time, follow up on new changes, study the new situation. With a view to the prevention and correction of juvenile delinquency practice to give a instructive theoretical update. This article is divided into three parts, the first part is a summary of juvenile delinquency, in this part, the author will introduce the concept of juvenile delinquency. The second part is the analysis of the causes of juvenile delinquency, the author will mainly from the family growth environment, school education, as well as the news media. In the third part, the author will put forward some suggestions on the prevention of juvenile delinquency according to the study of the second part. And try to give the effective treatment of juvenile delinquents institutional framework.
