【摘要】：隨著互聯(lián)網(wǎng)技術(shù)的發(fā)展與普及,網(wǎng)絡改變了往日信息傳播的單一性,“政府說什么,公眾就聽什么”的時代已如大江東去�，F(xiàn)今信息傳播方式多元化,公眾接受信息的渠道多樣化,社會上的每個自然人既可以是信息的接受者,也可以是信息傳播者。昔日一個指令就讓信息夭折,如今可謂天方夜譚。 近年來,我國網(wǎng)絡群體性事件頻發(fā),致使社會穩(wěn)定、長治久安、政府公信力、干群魚水關(guān)系等面臨新的挑戰(zhàn)�；ヂ�(lián)網(wǎng)作為網(wǎng)絡群體性事件的策源地,憑借自身的快速傳播、交互性、廣泛性、開放性等特點,促使網(wǎng)絡群體性事件人盡皆知、一呼百萬應、影響難料、謠言四起、輿論難控,最終給社會的正常秩序帶來巨大沖擊,產(chǎn)生一系列負面效應。 本文基于利益相關(guān)者、心理分析、復雜系統(tǒng)等理論對網(wǎng)絡群體性事件進行系統(tǒng)、全面分析發(fā)現(xiàn)：在網(wǎng)絡群體性事件中,不少網(wǎng)民具有較強的仇官、仇富情緒,但凡與“官”、“富”相關(guān)事件,總能無限被放大背后的意義,導致矛盾激化、群體對立。追根溯源,這主要是現(xiàn)實矛盾在網(wǎng)絡中的折射；當然,網(wǎng)絡群體性事件的發(fā)生除了網(wǎng)外的現(xiàn)實問題,還有網(wǎng)內(nèi)的人為精心策劃、干部網(wǎng)絡執(zhí)政能力低、新媒體職業(yè)道德偏離等問題。正是這一系列錯綜復雜的因素交織在一起,才導致網(wǎng)絡群體性事件的發(fā)生。 因此,本文研究網(wǎng)絡群體性事件的直接目的是：如何治理網(wǎng)絡群體性事件。本文認為網(wǎng)絡群體性事件的治理必須遵循以人為本、時間第一性、真誠應對和主動引導輿論的原則,而治理對策應當堅持網(wǎng)外、網(wǎng)內(nèi)兩手抓,毫不懈怠。網(wǎng)外努力提高政府公信力,構(gòu)建一個公平、公正,公開透明的政治環(huán)境,從而贏得公眾信任；網(wǎng)內(nèi)建立健全網(wǎng)絡預警機制,及時掌握輿情；建立溝通機制,實現(xiàn)民意互動；主動設(shè)置新聞議程,引導輿論走向；講究網(wǎng)絡傳播技巧,消除網(wǎng)絡群體性事件滋生的土壤；健全網(wǎng)絡法規(guī)建設(shè),做到有法可依、違法必究,以此達到凈化互聯(lián)網(wǎng)環(huán)境的目標。
[Abstract]:With the development of Internet technology, Internet has changed the past single information dissemination, "what the government said, the public will listen to what" era has now diversified. As The mighty river flows eastward. way of information dissemination, public acceptance of diverse sources of information, each natural person in the society can be the recipient of the information, the information can also be communicator. A former instruction let information died, now is Arabian Nights.
In recent years, China's network group events occur frequently, resulting in social stability, long period of stability, the credibility of the government, the official and the relations are facing new challenges. The Internet as a source of network group events, with its rapid spread, interactivity, diversity, openness and so on, the network group events as we all know, a a call, affecting four rumours of public opinion are difficult to control, and ultimately to the normal order of the society has brought the huge impact, produce a series of negative effects.
Based on the psychological analysis of stakeholders, complex systems theory of network group events, a comprehensive analysis found: group events in the network, many netizens have strong hatred, emotional, and any "official", "rich" related events, the total can be magnified infinitely behind the significance. Lead to the intensification of conflicts, groups of opposites. Instead, this is mainly reflected in the contradiction in the network; of course, network group events in addition to the real problem of network, and network for careful planning, cadre network ruling ability is low, the new media occupation ethics deviation problem. Is this a series of perplexing the factors that led to the network group event.
Therefore, the direct purpose of this paper is the network group events: how to manage the network group events. The author believes that the governance of the network group events must follow the time first, people-oriented, sincere response and actively guide public opinion to the principles and countermeasures should adhere to the network, network with both hands, no slack. To improve the credibility of the government, build a fair, impartial, open and transparent political environment, in order to win public trust in the network; establish and improve the network early warning mechanism, the grasp of public opinion; establish communication mechanism, implementation of public opinion interaction; active set news agenda, to guide public opinion; pay attention to the network communication skills, eliminate network group incidents breeding the soil; improve the network construction of laws and regulations, according to the law, violators are prosecuted, in order to purify the Internet environment target.
