【摘要】：隨著我國城市的不斷發(fā)展，作為人類基本生活單元的城市社區(qū)也在不斷壯大。在這個(gè)城市化進(jìn)程中，不可避免的產(chǎn)生了極為嚴(yán)重的城市社區(qū)犯罪問題。嚴(yán)重的城市社區(qū)犯罪活動(dòng)給社區(qū)居民的日常生活帶來了巨大威脅，也給城市社區(qū)的安全問題帶來了嚴(yán)峻挑戰(zhàn)。社區(qū)的犯罪預(yù)防體系也隨著犯罪預(yù)防理論的不斷豐富而逐漸得以完善，也從單一的預(yù)防活動(dòng)發(fā)展并轉(zhuǎn)變?yōu)槎鄻有缘姆缸镱A(yù)防活動(dòng)。通過對(duì)環(huán)境治理進(jìn)行預(yù)防犯罪的理論與實(shí)踐在國外可行性經(jīng)驗(yàn)的指引下在中國悄然升起。它主要是著眼于從犯罪的目標(biāo)和對(duì)象入手，運(yùn)用社區(qū)警務(wù)理論加之對(duì)環(huán)境的治理和設(shè)計(jì)來改變環(huán)境的物理空間結(jié)構(gòu)、布局等，，從而達(dá)到犯罪預(yù)防的目的。 通過環(huán)境治理預(yù)防犯罪理論是一種操作性很強(qiáng)的新型犯罪預(yù)防理論。它致力于對(duì)犯罪的事前預(yù)防，考慮環(huán)境治理與犯罪之間、社區(qū)警務(wù)和居民之間的關(guān)系。在以社區(qū)警務(wù)為主導(dǎo)力量的前提下，充分發(fā)揮社區(qū)群眾的能動(dòng)作用，通過對(duì)城市社區(qū)整體的空間布局、具體建筑物的設(shè)計(jì)以及社區(qū)基礎(chǔ)設(shè)施的完善等活動(dòng)，增強(qiáng)社區(qū)居住者的領(lǐng)屬感與安全感，減少犯罪機(jī)會(huì)、增加犯罪風(fēng)險(xiǎn)、加大犯罪成本，最終減少并控制犯罪行為的發(fā)生，創(chuàng)造出適合人們居住的城市社區(qū)環(huán)境。經(jīng)過多年的理論與實(shí)證研究，該理論在國外受到很多國家的歡迎與贊許，其研究成果廣泛運(yùn)用于城市社區(qū)的規(guī)劃和建筑物的設(shè)計(jì)過程中，并取得了顯著的效果，在我國的城市社區(qū)中也普遍得以應(yīng)用。 文章從我國的城市社區(qū)入手，分析城市社區(qū)的犯罪特點(diǎn)及其發(fā)展趨勢，找出城市社區(qū)環(huán)境治理與預(yù)防犯罪之間的關(guān)系，并從主客觀兩大因素出發(fā)，挖掘出我國城市化進(jìn)程中，引發(fā)城市社區(qū)犯罪的因素。同時(shí)結(jié)合國外環(huán)境設(shè)計(jì)預(yù)防犯罪的理論研究成果，針對(duì)我國城市社區(qū)的發(fā)展特征，提出了在城市社區(qū)發(fā)展過程中，應(yīng)以社區(qū)警務(wù)為導(dǎo)向，充分與社區(qū)居民相結(jié)合，并通過適當(dāng)?shù)沫h(huán)境治理，最終提出了符合我國城市社區(qū)現(xiàn)實(shí)發(fā)展的犯罪預(yù)防方略。
[Abstract]:With the continuous development of cities in our country, urban communities, as the basic living units of human beings, are also growing. In this process of urbanization. It is inevitable to produce a very serious urban community crime problem. Serious urban community crime activities have brought great threat to the daily life of community residents. It also brings severe challenges to the security of urban communities. The crime prevention system of the community is gradually improved with the enrichment of crime prevention theory. Through the theory and practice of crime prevention of environmental governance, the theory and practice of crime prevention has emerged quietly in China under the guidance of foreign feasible experience. Focus on the object and object of the crime. The theory of community policing combined with the management and design of the environment is used to change the physical spatial structure and layout of the environment so as to achieve the purpose of crime prevention. The theory of crime prevention through environmental governance is a new type of crime prevention theory with strong maneuverability. It is committed to the prevention of crime in advance, considering the relationship between environmental governance and crime. The relationship between community policing and residents. Under the premise of taking community policing as the leading force, we can give full play to the dynamic role of the community masses, through the overall spatial layout of the urban community. The design of concrete buildings and the improvement of community infrastructure can enhance the sense of belonging and security of residents, reduce the opportunity of crime, increase the risk of crime and increase the cost of crime. Ultimately reduce and control the occurrence of crime, create a suitable urban community environment for people to live in. After many years of theoretical and empirical research, this theory is welcomed and praised by many countries abroad. The research results are widely used in the planning of urban communities and the design of buildings, and have achieved remarkable results, and are also widely used in urban communities in our country. Starting with the urban community of our country, this paper analyzes the crime characteristics and development trend of the urban community, finds out the relationship between environmental governance and crime prevention in the urban community, and starts from two major factors: subjective and objective. In the process of urbanization in China, the causes of crime in urban communities. At the same time, combined with the theoretical research results of environmental design crime prevention, aiming at the development characteristics of urban communities in China. In the process of urban community development, we should take community policing as the guidance, fully combine with the community residents, and adopt appropriate environmental governance. Finally, it puts forward the crime prevention strategy in line with the development of urban community in China.
