【摘要】：十八屆三中全會(huì)后,我國的反腐敗力度越來越強(qiáng),大批的高官相繼落馬的同時(shí),村級(jí)干部的腐敗問題也愈演愈烈,特別是城鎮(zhèn)化進(jìn)程中的村官的腐敗問題更為嚴(yán)重,其嚴(yán)重程度可與高級(jí)官員的腐敗相比。我國是一個(gè)農(nóng)業(yè)大國,農(nóng)民占居全國總?cè)藬?shù)的大多數(shù),維護(hù)好“三農(nóng)”問題就維護(hù)了社會(huì)的穩(wěn)定。但是村官的腐敗卻嚴(yán)重破壞了這種穩(wěn)定,它嚴(yán)重阻礙了農(nóng)村地區(qū)的發(fā)展。本文主要以農(nóng)村的村官腐敗現(xiàn)象為研究對(duì)象,通過個(gè)案對(duì)村官腐敗行為進(jìn)行抽絲剝繭,并在城鎮(zhèn)化建設(shè)的大背景下,總結(jié)出城鎮(zhèn)化進(jìn)程中村官腐敗的特點(diǎn),探析村官腐敗現(xiàn)象產(chǎn)生的原因,并找出與其相對(duì)應(yīng)的對(duì)策建議。論文首先對(duì)相關(guān)概念和理論基礎(chǔ)進(jìn)行界定和闡述。包括對(duì)村官的界定、腐敗的界定、村官腐敗的界定。特別是對(duì)我國的城鎮(zhèn)化進(jìn)行了界定,并對(duì)城鎮(zhèn)化與村官腐敗的關(guān)系進(jìn)行概述,力求為研究村官腐敗的問題做鋪墊,換句話說,本文所研究的村官腐敗問題是以城鎮(zhèn)化進(jìn)程為研究背景的。其次,通過對(duì)具體的案例進(jìn)行分析,得出城鎮(zhèn)化進(jìn)程中村官腐敗的表現(xiàn)、特點(diǎn)、危害等等。再次對(duì)城鎮(zhèn)化進(jìn)程中村官腐敗的原因進(jìn)行分析,總結(jié)出治理村官腐敗的可行性意見和建議。腐敗不僅使國家和社會(huì)付出巨大的成本,而且還挑釁著人們的道德底線;腐敗不僅影響經(jīng)濟(jì)的發(fā)展還嚴(yán)重影響黨和政府在人民群眾中的公信力。所以通過上述的內(nèi)容,筆者希望能為治理腐敗做些貢獻(xiàn),希望能夠建構(gòu)一系列治理腐敗的措施,為新型城鎮(zhèn)化的建設(shè)和社會(huì)主義新農(nóng)村的建設(shè)掃除障礙,從而保護(hù)好廣大人民群眾的切實(shí)利益。
[Abstract]:After the Third Plenary Session of the 18th CPC Central Committee, the anti-corruption in our country has become stronger and stronger. In the meantime, the corruption of the village-level cadres has become more and more serious, especially the problem of corruption in the village official in the process of urbanization, and the severity of the corruption can be compared with the corruption of the senior officials. China is an agricultural power, the peasants occupy the majority of the whole country, and the maintenance of the good "rural and rural areas" has maintained the stability of the society. But the corruption of the village officials seriously undermined the stability, which seriously hampered the development of rural areas. This article mainly takes the village official corruption of the countryside as the research object, through the case to the village official corruption behavior to take out the cocoon, and in the big background of the urbanization construction, summarizes the characteristic of the village official corruption in the process of the urbanization, probes into the cause of the corruption of the village official, And to find out the corresponding countermeasures. Firstly, the paper defines and expounds the relevant concepts and theoretical basis. It includes the definition of the village official, the definition of corruption and the definition of the corruption of the village official. In particular, the country's urbanization is defined, and the relationship between the urbanization and the corruption of the village officials is summarized. In other words, the problem of corruption of the village official is the background of the process of urbanization. Secondly, through the analysis of the specific case, the performance, characteristic, harm and so on of the village official's corruption in the process of urbanization are obtained. This paper analyzes the causes of the corruption of the village officials in the process of urbanization, and sums up the feasible opinions and suggestions on the corruption of the village officials. Corruption not only pays great cost to the country and the society, but also provocations the moral bottom line of the people; the corruption not only affects the development of the economy but also seriously influences the credibility of the party and the government in the people's masses. Therefore, through the above-mentioned contents, the author hopes to make a contribution to the management of corruption, and hope to build a series of measures to deal with the corruption, to remove the obstacles to the construction of new-type urbanization and the construction of the new socialist countryside, so as to protect the effective interests of the masses of the people.
