【摘要】：黨的十八大以來(lái),在推進(jìn)全面從嚴(yán)治黨的進(jìn)程中,習(xí)近平總書(shū)記形成了較為完整的黨內(nèi)法規(guī)制度建設(shè)思想。這一思想的邏輯理路,主要把握了政黨政治的普遍規(guī)律與中國(guó)共產(chǎn)黨自身發(fā)展的特殊規(guī)律雙重邏輯的統(tǒng)一,鞏固黨的執(zhí)政地位與提高黨的執(zhí)政能力雙重要求的統(tǒng)一,實(shí)現(xiàn)執(zhí)政黨價(jià)值與實(shí)現(xiàn)中華民族偉大復(fù)興雙重目標(biāo)的統(tǒng)一。這一思想的內(nèi)容思路,主要依循了立規(guī)與改革統(tǒng)一、依規(guī)與尚德并舉、施規(guī)與監(jiān)督同行、重規(guī)與全面兼顧、常規(guī)與問(wèn)責(zé)齊驅(qū)等五個(gè)方面。這一思想的時(shí)代新路,主要體現(xiàn)在黨的政治意識(shí)的新覺(jué)醒、黨的治國(guó)理政的新境界和黨的自身建設(shè)的新發(fā)展三個(gè)方面。
[Abstract]:Since the 18th National Congress of the Communist Party of China (CPC), General Secretary Xi Jinping has formed a relatively complete thought on the construction of laws and regulations within the Party in the process of promoting all-round and strict governance of the Party. The logical way of this thought is to grasp the double logical unity of the universal law of party politics and the special law of the development of the CPC itself, and to consolidate the unity of the ruling position of the party and the dual requirement of improving the ruling ability of the party. The unity of the dual goals of realizing the value of the ruling party and the great rejuvenation of the Chinese nation. The content of this thought mainly follows five aspects: the unification of regulation and reform, the combination of regulation and Suntech, the implementation of regulation and supervision, the consideration of heavy regulation and all-round consideration, and the combination of routine and accountability. The new way of this thought lies in three aspects: the new awakening of the party's political consciousness, the new realm of the party's governing the country and the new development of the party's self-construction.
