【摘要】：村干部是精準(zhǔn)扶貧的神經(jīng)末梢,"村官"腐敗是精準(zhǔn)扶貧政策落地的重要梗阻。精準(zhǔn)扶貧領(lǐng)域"村官"腐敗問題產(chǎn)生有多重誘因,基層政治生態(tài)不健康,對(duì)村干部的監(jiān)督弱化;村務(wù)公開不到位,精準(zhǔn)扶貧信息不透明;薪酬保障機(jī)制不健全,村干部顯性收入偏低;相關(guān)法規(guī)制度規(guī)定模糊,尚未形成有力的反腐震懾。構(gòu)建精準(zhǔn)扶貧領(lǐng)域"村官"腐敗預(yù)防機(jī)制,需建立健全監(jiān)督體系,加強(qiáng)對(duì)村干部的監(jiān)督;完善村務(wù)公開制度,增強(qiáng)扶貧信息的透明度;完善激勵(lì)和懲處機(jī)制,規(guī)誡村干部的行為。
[Abstract]:Village cadres are the nerve endings of precision poverty alleviation. Corruption of village officials is an important obstruction of precision poverty alleviation policy. The corruption of "village officials" in the field of precision poverty alleviation has many inducements, the grass-roots political ecology is not healthy, the supervision of village cadres is weakened, the village affairs are not in place, and the information of accurate poverty alleviation is not transparent; Salary security mechanism is not perfect, village cadres' dominant income is low; the relevant laws and regulations are vague, have not yet formed a strong anti-corruption deterrent. In order to construct the mechanism of preventing corruption of "village officials" in the field of precision poverty alleviation, it is necessary to establish and improve the supervision system, strengthen the supervision of village cadres, perfect the system of opening village affairs and enhance the transparency of information on poverty alleviation. We will improve the mechanism of encouragement and punishment and discipline the behavior of village cadres.
